Tropical Penguinists could not be happier about this new report from the EU (PDF, English) on the results of FLOSS adoption there.

The report, they emphasize, proves the efficacy of the FLOSS model as a means to stimulating regional economic development and liberating their captive software markets.

Paulo Vilela of SUNW Portugal summarizes:

   The existing base of FLOSS applications would cost EUR12 billion to develop commercially and would require 131,000 person-years of work to get done.

   FLOSS can stimulate the creation of jobs and SMEs by creating a business environment suitable for the development of new knowledge and the retention of a larger share of value-added. Given that Europe has historically had a smaller capacity for creating new software ventures than the U.S., the greater contribution by the FLOSS community affords it a unique opportunity to [close the gap] and meet the Lisbon Agenda goal of making Europe the most competitive knowledge economy in the world.

   Avoid the capture of educational systems by vendors by favoring functional training over application-specific training [see my anecdote on the RITS project there -- Ed.]; encourage the participation of FLOSS communities.
4. Encorajar parcerias entre grandes empresas e PMEs e a comunidade do software livre (FLOSS)
   Encourage partnerships between large companies, SMEs and the FLOSS community.
