Software livre no seu dia-a-dia (Zero Hora, Porto Alegre, Rio Grande do Sul, Brazil). The Eighth International Free Software Forum is winding up in the southern port city –I wish I had been able to cruise down there — and the RBS Group’s metro daily has fairly breezy, pro forma local business-booster coverage for newbies.

Nothing wrong with that.

But it did present me with a shiny new factoid: Brazil’s massive federal lotteries, including the Mega Sena, are now run using open-source software exclusively.

I did not know that.

But yes, and the Caixa Económica Federal, which runs the official lotteries, is sponsoring the event this year, and delivering a featured workshop on the development story for its system.

InfomediaTV, not surprisingly, is no longer the event’s official “media outlet.” The conference is promoting a channel called TV Software Livre instead.

RBS Group, along with the Globo organization, was one of two Brazilian media groups taking part in the Interamerican Press Association’s recent meetings in Cartagena, Colombia.

Mas isso era algo que os universitários Thiago Santos, 20 anos, e Lucas Diego Roehrs, 21 anos, de Foz do Iguaçu (PR), desconheciam ao fazer uma aposta ontem à tarde. Como estão no início do curso de Ciências da Computação, os amigos participam do evento para saber mais sobre software livre. Tomaram contato com uma das faces do fórum, a que apresentou à população como essa tecnologia é usada em várias instituições e por que cresce a sua utilização.

- Com o uso de software livre, só de manutenção e contratos externos de licença deixamos de gastar R$ 10 milhões em 2006 nas loterias - conta o gerente de tecnologia da informação da filial gaúcha da Caixa, Rogerio Pedersen Monteiro.

“Using free software, in maintenance and licensing agreement alone we saved R$10 million in 2006 on the lottery games,” says Rogerio, tech manager for the Caixa’s local affiliate.

Isso ocorre porque os chamados softwares livres podem ser acessados, copiados e distribuídos livremente. Não há pirataria nem gasto com licenças. Essa economia de custos atraiu o empresário Fábio Rios ao evento:

That is because free software can be accessed, copied and distributed freely. There is no piracy or license fees. These cost savings are what brought businessman Fábio Rios to the event:

- Toda a tecnologia que usamos na minha empresa é da Microsoft, o que se torna caro. Estamos com a intenção de migrar para software livre.

“All the technology we use at my company is Microsoft, which gets expensive. We intend to migrate to free software.”

Apesar do acesso ao conhecimento gerado pelos softwares livres, já que qualquer um pode acessar o código-fonte (a receita) do programa, isso não significa que os profissionais trabalhem gratuitamente para desenvolvê-los. Ganham pelo suporte. Por isso, o fórum também é uma imensa feira. Grandes empresas como IBM e Sun Microsystems marcaram presença, e o Google recebe currículos em seu estande.

Though free software provides access to knowledge, since anyone can access the source code (the recipe) of the program, this does not mean that professionals work for free in developing it. They earn their livings providing support. For that reason, the forum is also a huge trade show. Big firms like IBM and Sun Microsystems showed up, and Google was accepting resumés at its booth.

Os softwares livres ainda estão por trás de algumas das principais iniciativas de inclusão digital, como os telecentros. O projeto Software Público Brasileiro de Itajaí, no Rio, exposto no fórum, coloca à disposição programas de código aberto para baixá-los pela Internet. Entre os quais, sistemas de controle de almoxarifado para empresas ou de gestão de presença escolar. Até existem opções similares de código fechado. A diferença é que na adoção do software livre não há custo de licença, o que poderia tornar inviável o uso da tecnologia em uma pequena empresa ou escola.

Free software is also behind some of the main digital inclusion projects, such as the telecenters. The Brazilian Public Software project of Itajaí, in Rio, which exhibited at the forum, makes open source programs available for download on the Internet, among them systems of warehouse management for business and attendance tracking for schools. Proprietary options exist, but with the adoption of free software there are no license fees, which can price a small firm or school out of the technology market.

The Public Software Project, by the way, is a dot-gov federal government project in partnership with state technology development associations (ABEP).

I am always asking whatever happened to the Great Brazilian E-Government Open-Source Software Mutirão.

Perhaps this is it. I will keep an eye on it.
