The new documents flesh in some more Five Ws with respect to the general facts stated in the DEA indictment about the “man behind the meth” and his Sino-Sonoran brain-cell destruction express.

The political hook here, if true: Current Mexican attorney general Medina Mora — Secretary of Public Security under Fox — had been apprised of Ye Gon’s activities in 2005, Proceso reports, and regularly updated thereafter.

But did diddly about it.

Potentially a companion political focal point to that shot of Fox handing Ye Gon his Mexican green card — which Televisa showed over and over and over and over last week.

Cuando el empresario Zhenli Ye Gon realizaba sus actividades ilícitas en el gobierno de Vicente Fox sin ser molestado, el entonces titular de la Secretaría de Seguridad Pública (SSP), Eduardo Medina Mora, recibió el siguiente parte informativo de los agentes de la Policía Federal Preventiva (PFP) Iván René Torres García y Gabriel Adolfo Solana Fonseca:

As Ye Gon was going about his illicit business during the Fox administration without being bothered, Fox’s Secretary of Public Security, Eduardo Medina Mora, received the following report from two federal police aganets, Iván René Torres García and Gabriel Adolfo Solana Fonseca:

“…se tuvo conocimiento (de) que al producto químico n-methyl-acetilamino (metilacrilamida) se le realizaron muestras al momento de ser importado del país de China a través de los agentes aduanales Nelson Prida Barrio, José Luis Pérez Riva, Benito Guerrero Herrera, Sonia Prieto Flores y Fany Gordillo Rustrian, liberado en los meses de diciembre de 2005 y enero de 2006 en la aduana de Manzanillo, Colima, el cual según los resultados del laboratorio, no correspondía al producto declarado…

“… It was learned that samples of the chemical product n-methyl-acetylamine (methylacrylamide) were taken, at the moment it was being imported by Customs agents Nelson Prida Barrio, José Luis Pérez Riva, Benito Guerrero Herrera, Sonia Prieto Flores and Fany Gordillo Rustrian, who released the shipments in December 2005 and January 2006 at the Customs facility in Manzanillo, and according to lab results, the samples did not correspond to the product declared.

“…supuestamente el material químico que se importó fue Acetato de n-acetilseudoefedrina, mismo que es una sal de un derivado de la seudoefedrina puro, precursor químico controlado por la Cofepris y PGR, resaltando que durante 2005 y parte de 2006 han efectuado diversas operaciones de importación a través del puerto de Manzanillo y el Aeropuerto Internacional de la Ciudad de México con productos diversos, por un costo superior a los 30 millones de pesos.”

“… reportedly the material imported was [actually] acetate of n-acetylpseudoephedrine, which is the salt of a derivative of pure pseudoephedrine, a chemical precursor controlled by Cofepris and the PGR, stressing that during 2005 and 2006 various importations were made, through the port of Manzanillo and Mexico City International Airport, of various products with a value of more than 30 million pesos.

Y en mayo de 2006, como consecuencia de una denuncia ciudadana, Rodolfo Ocampo Pérez, encargado de la Dirección General de Secuestros y Robo de la SSP, le envió el oficio PFP/CIP/D/DGSR/0538/06 a José Luis Santiago Vasconcelos, entonces titular de la Subprocuraduría de Investigación Especializada contra la Delincuencia Organizada (SIEDO), en el que le informaba de las bodegas utilizadas por Ye Gon para ocultar los precursores químicos:

In May 2006, as the result of a citizen coming forward, Rodolfo Ocampo Pérez, head of the SSP’s Kidnapping and Robbery Division, sent PFP/CIP/D/DGSR/0538/06 to Jose Luis Santiago Vasconcelos, then head of the specialized investigations office of SIEDO, in which he reports, regarding the warehouses used by Ye Gon to conceal the precursor:

“Por este conducto, me permito remitir a usted la denuncia ciudadana número 626524-2006 donde hacen del conocimiento delitos contra la salud, por parte de una persona de sexo masculino de origen asiático que responde al nombre de Zhenli Ye Gon, quien según el denunciante tiene dos bodegas en la Ciudad de México y otra en (el) Estado de México, en donde almacena efedrina.”

“By these presents, permit me to forward to you citizen complaint No. 626524-2006 in which cognizance is taken of crimes against public health committed by a masculine person of Asian origin answering to the name of Zhenli Ye Gon, who according to the complainant has two warehouses in Mexico City and another in Mexico State, where he stores ephedrine.

Obtenidos por Proceso, estos reportes evidencian cómo las dependencias responsables del combate al narcotráfico, y concretamente los dos altos funcionarios citados, estuvieron enterados de las múltiples denuncias que, entre 2005 y 2006, se interpusieron contra Zhenli Ye Gon.

Obtained by Proceso, these reports show that the agencies responsible for the effort against narcotrafficking, and in particular the two senior officials just cited, were fully aware of multiple accusations, between 2005 and 2006, against Ye Gon.

Según los informes de Torres García (clave 008459) y Solana Fonseca (clave 012327), Ye Gon no sólo era un importador de seudoefedrina, sino el representante de un grupo bien organizado, con actividades similares a las de un cártel, que disponía de relaciones políticas, protección, operadores, vendedores, cobradores y hasta de gatilleros en los estados de Michoacán, Colima y el Distrito Federal.

According to reports from Torres Garcia (No. 008459) and Solana Fonseca (No. 012327), Ye Gon was not just a pseudoephedrine importer but also the representative of a group that was well organized, with activities similar to those of a cartel, and supplied with political connections, protection, operators, a salesforce, a collections operation and even hitmen, in Michoacán, Colima and the federal district.

En Michoacán, por ejemplo, decía el informe entregado a Medina Mora, Ye Gon tenía una red dedicada a la distribución de drogas y la recepción de cargamentos. Esta célula contaba con el apoyo de policías estatales y federales, e incluso de militares en activo. Así mismo, agregaba el documento, el grupo de Zhenli rivalizaba con el cártel del Golfo y su brazo armado –Los Zetas–, que desplegaron su fuerza para imponer sus dominios en ese territorio. Las confrontaciones produjeron varias ejecuciones y desapariciones. Nunca se aprehendió a nadie.

In Michoacán, for example, according to the report delivered to Medina Mora, Ye Gon had a network dedicated to drug distribution and the receipt of shipments. This cell had the support on state and federal police and even active duty military personnel. The Ye Gon group, according to the report, was a rival of the Gulf Cartel and its armed component, Los Zetas, who used force to impose their will in this territory. The confrontations produced a number of executions and disappearances. No one was ever arrested.

La organización de Ye Gon tenía estrechas relaciones con el cártel del Milenio, que controlaba parte del territorio michoacano y la zona del Pacífico –la principal ruta de la droga hacia Estados Unidos–, cuyos cabecillas son Luis Valencia Valencia, Óscar Orlando Nava Valencia, José Benavides Martínez, Juan Calixto Ramos Vázquez y José Silverio Martínez González, según consta en un estudio de la SSP.

The Ye Gon organization had close ties to the Milennium Cartel, which controlled part of the Michoacan territory and the Pacific zone — the principal smuggling route to the U.S. — and which was led by [a number of bad men], according to the SSP study.

Los hermanos Valencia son socios de Joaquín El Chapo Guzmán, jefe del cártel de Sinaloa, de quien Ye Gon era –según la PGR– el proveedor principal de seudoefedrina para producir drogas de diseño.

The Valencia brothers are partners of “El Chapo” Guzmán, head of the Sinaloa Cartel, to whom Ye Gon was — according to the PGR — the principal supplier of pseudoephedrine for producing designer drugs.

Después de la caída de los hermanos Adán y Jesús Amezcua Contreras –pioneros en el impulso de las drogas sintéticas desde principios de los noventa–, en los últimos años Ye Gon pudo colocarse como el cabecilla más notable del tráfico de drogas de ese tipo en el mercado mexicano.

After the fall of the Amezcua Contreras brothers — pioneers in pushing synthetic drugs in the early 1990s — in recent years Ye Gon was able to position himself as the most prominent trafficker of drugs of this kind in the Mexican market.

De acuerdo con las investigaciones de la PGR, Ye Gon no sólo tenía interlocutores en Salud, Aduanas y en la cancillería; también engarzó a su organización a personas de diferentes niveles intelectuales y económicos para extender sus dominios a gran parte del país.

According to PGR investigation files, Ye Gon not only had contacts in Health, Customs and the foreign ministry, but also recruited people of different levels of mental acuity and income to extend his territory over a large part of Mexico.

A partir de la denuncia ciudadana 626524-2006, la SSP tuvo conocimiento de que Zhenli Ye Gon contaba con un brazo armado en Uruapan, Michoacán, liderado por Don Chava. Era éste quien se encargaba de distribuir las drogas a Georgina Aguillón, considerada la principal cliente de Ye Gon, según reveló a la PFP Rosario Jiménez, quien se identificó como contadora de la empresa Unimed Pharm Chem México.

Based on citizen complaint 626524-2006, the SSP learned that Ye Gon had an armed group in his service in Uruapan, Michoacán, led by Don Chava. It was Don Chava who was in charge of distributing the drugs to Georgina Aguillón, considered Ye Gon’s principal customer, according to Rosario Jiménez, who is identified as the controller for Unimed Pharm Chem Mexico.

Con este antecedente, agentes de la PFP se trasladaron a Michoacán para dar seguimiento a la investigación contra Ye Gon y las personas relacionadas con sus negocios de narcotráfico. En Uruapan, buscaron a Don Chava. Un vecino del lugar les dijo que la persona a la que buscaban vivía en Sierra Madre 1360, fraccionamiento Don Vasco, en esa ciudad. También les comentó que Don Chava está vinculado con Juan José Farías Álvarez, El Abuelo, originario de Mepalcatepec, quien trabaja para Salvador Revueltas Ureña, Chava Lentes, otro de los enquistados en el esquema Ye Gon.

Armed with this information, PFP agents went to Michoacán to continue the probe of Ye Gon and persons related to his narcotrafficking businesses. In Uruapan, they went looking for Don Chava. A neighbor told them the person they were looking for lived at Sierra Madre 1360, in the Don Vasco section of the city. He also told them Don Chava was linked to Juan José “The Grandfather” Farías Álvarez, a native of Mepalcatepec, who worked for Salvador “Chava Glasses” Revueltas Ureña, another recruit to the Ye Gon organization.

En su reporte entregado a la SSP, los agentes federales aseguran que “Juan José Farías Álvarez es la cabeza de la distribución y traslado de cocaína y anfetaminas”. Sobre El Abuelo, explican que “es el comandante antizeta en todo el estado de Michoacán, en virtud de que se le atribuye la ejecución de varias personas, entre ellas el exdirector de Seguridad Pública de esa entidad, J. Reyes Vargas Morfín”.

In their report to the SSP, federal agents state that [The Grandfather] heads distribution and transportation of cocaine and methamphetamines. Of The Grandfather, they said that “he is their anti-Zeta commander for the entire state, in virtue of which a number of executions are attibuted to him, including the former state public security secretary, J. Reyes Vargas Morfin.”

Los datos proporcionados en este informe sobre el El Abuelo coinciden con los de otros documentos policiacos en los que se le responsabiliza de la muerte de varios policías rivales del cártel del Milenio, entre ellos Alejandro Méndez Vargas. Además, este representante de Ye Gon en Michoacán trabaja con sicarios como Óscar Nava Valencia, El Lobo; Salvador Revueltas Barragán, El Borono; Alfonso Revueltas, El Poncho, y Pedro Rebolledo López, La Coya.

The information in this report on The Grandfather coincide with information in other police files in which he is blamed for various police officers who were rivals of the Milennium Cartel, including Alejandro Méndez Vargas. Further, Ye Gon’s man in Michoacán worked with assassins for hire like [several other bad, bad men.]

There is more: Through Farías Álvarez, Ye Gon used the services of killers such as [more very bad men].

Según la radiografía oficial de la SSP, en el cártel de Ye Gon figuran los hermanos Juan y Mario Caballero Valencia. Los dos mantienen una estrecha relación con Alejandro González Rentería, El Guajillo; Librado Villa Gómez Arreguín; Antonio Torres, El Monillo, y Rutilo Naranjo Quintero, todos ellos afincados en el municipio de Apatzingán. Así mismo, este grupo, identificado con el cártel del Milenio, contaba con el apoyo de Mario Bautista, director de Seguridad Pública de ese municipio.

According to the official org chart compiled by the SSP, Ye Gon’s cartel included … all operating out of the town of Aptizingán. This group, identified with the Milennium Cartel, also counted on the support of Mario Bautista, the city’s public safety director.

Bautista, de acuerdo con su ficha informativa, “está relacionado con el cártel de los Valencia, ya que se encarga de brindar protección a los integrantes de dicho cártel, consistente en señalar y, en determinado momento, ejecutar a integrantes del cártel del Golfo que operan o pretenden operar en esta parte del estado de Michoacán. Durante el trabajo de investigación se pudo saber que otros de los colaboradores de Juan José Farías Álvarez y Salvador Revueltas son Arturo Alanís, exmilitar y exdirector de Seguridad Pública de Los Reyes y Uruapan, Michoacán. También destacan J. Luis Caballero, El Centenario; Ernesto Mendoza Álvarez; Rodrigo Urbina García, y Pablo Ángel Vázquez Duarte, El Tupo”.

Bautista, according to his criminal record, “is related to the cartel controlled by the Valencias, in charge of providing protection to cartel members …, at a certain point executing members of the Gulf cartel operating or trying to operate in that part of Michoacán. During the investigation it was learned that working with Farías Álvarez and Revueltas was a former soldier and the former public security chief of Los Reyes and Uruapan, Arturo Alanís. Other collaborators include J. Luis “The 100-year-old man” Caballero … [and other bad men.]

El 29 de mayo de 2006, las investigaciones contra Ye Gon, basadas en reportes de agentes de la Policía Federal Preventiva, revelaron varios de sus movimientos con precursores químicos en el puerto de Manzanillo desde diciembre de 2005. Por esas fechas el administrador de esta aduana era Luis Alberto Patrón Arregui, brazo operativo de José Guzmán Montalvo, a la sazón jefe del Sistema Nacional de Aduanas, quien es investigado por la PGR. Por lo menos hasta el jueves 26, Patrón Arregui se desempeñaba como administrador general de Innovación y Calidad.

On May 29, 2006, the investigations into Ye Gon, based on reports from PFP agents, revealed a number of his dealings in chemical precursors through the port of Manzanillo since December 2005. At the time the Customs administrator at the port was Luis Alberto Patrón Arregui, the right-hand man of Guzmán Montalvo, who headed the national Customs service at the time and is being investigated by the PGR. At least up until July 26, 2007, Patrón Arregui was running the Innovation and Quality division.

Dice el informe de la PFP: “Continuando con la investigación se tuvo conocimiento que durante el mes de diciembre de 2005 la empresa Unimed Pharm Chem México, mediante el agente aduanal Nelson Prida Barrio (número 3052), importó por la aduana de Manzanillo, Colima, mercancía proveniente de China, con número de pedimento 5002440, entre los que se incluía methyl-acetilamino (metilacrilamida)”.

The PFP report states: “Continuing the investigation, it was learned that during December 2005, Unimed Pharm Chem Mexico, through registered import-export agent Nelson Prida Barrio (No. 3052), imported, through the customs service of Manzanillo, merchandise coming from China, under permit number 5002440, including methyacetylamine (methylacrylamide).

El mismo producto fue traído a México por esa empresa en dos ocasiones más: el 13 de febrero de 2006 (pedimentos 6000315 y 6000316) e ingresó al país por la aduana del Aeropuerto Internacional de la Ciudad de México.

The same product was brought to Mexico by this same firm on two other occasions: February 13, 2006 (permits 6000315 and 6000316) and entered Mexico through customs at the Mexico City International Airport.

Con base en los informes que tenían desde finales de 2005 sobre las actividades ilícitas de Ye Gon, los agentes de la PFP comenzaron a vigilar los domicilios del empresario en la Ciudad de México y el Estado de México. Durante semanas espiaron las entradas y salidas de personas en cada una de las propiedades y oficinas utilizadas por Zhenli.

Based on reports they had since the end of 2005 on the illegal doings of Ye Gon, the PFP agents began watching the man’s homes in Mexico City and Mexico State. For weeks they spied on the comings and goings of various people at Ye Gon’s homes and offices.

En una ocasión, los agentes fotografiaron un tractocamión de la empresa Hongos Rioxal, S.A. de C.V. –con sede en Veracruz–, cuando ingresó a las instalaciones de la calle Morelos, en la Ciudad de México, propiedad de Ye Gon. Según los reportes policiacos, a estas instalaciones también llegaban personas con rasgos asiáticos y algunos estadunidenses.

On one occasion, the agents photographed a big rig from Hongos Rioxal — a firm headquartered in Veracruz — entering installations belonging to Ye Gon on Morelos St. in Mexico City. According to police reports, people with Asian features and some Americans also arrived at these facilities.

Otro día, uno de los agentes preguntó a los empleados del inmueble qué giro tenía la empresa. La secretaria respondió, según el informe, que “el señor Lee” era importador de bisutería china y de productos para elaborar medicamentos. En un segundo acercamiento, esta vez a las instalaciones de la empresa Unimed Pharm Chem, los agentes lograron hablar con Rosario Jiménez, quien se identificó como contadora de la compañía.

On another day, one of the agents asked employees on the site what the company did. The secretary answered, according to the report, that “Mr. Lee” was an importer of jewelry and pharma manufacturing supplies from China. In a second approach, this time to Unimed Pharm Chem facilities, the agents managed to speak with Rosário Jiménez, who identified herself as the company’s accountant.

Durante la charla, Rosario detalló otra parte del organigrama criminal de Ye Gon. Dijo que su patrón tenía una red de compradores y clientes en el Distrito Federal y en varios estados. Y mencionó que entre los compradores de seudoefedrina más importantes destacaba la señora Georgina Aguillón Ortiz.

During the conversation, Rosário filled in another part of the Ye Gon organizational chart. She said her boss had a network of buyers and customers in the federal district and a number of different states. She also mentioned that one of the biggest buyers of pseudoephedrine was Georgina Aguillón Ortiz.

También les contó a los agentes que otro de los compradores fuertes era Justino N., propietario de las farmacias San Joaquín, con sucursales en el Distrito Federal, Guerrero y Michoacán. Además les reveló que la señora Aguillón Ortiz tiene un enlace conocido como Don Chava, señalado como distribuidor de cocaína y metanfetaminas, quien distribuye los productos de la señora Aguillón en Michoacán.

She also told agents that another big buyer way Justino N., owner of the San Joaquín pharmacies, with stores in Mexico City, Guerrero and Michoacán. She also said that Aguillón Ortiz had known ties to Don Chava, a cocaine and meth distributor who pushes Aguillon’s products in Michoacán.

La contadora soltó otro dato revelador: que el laboratorio de Georgina Aguillón adonde llegaban los pedidos de seudoefedrina estaba ubicado en Patinadores 70, colonia Country Club, delegación Coyoacán, al sur de la Ciudad de México. Incluso precisó que el producto terminado, probablemente la droga conocida como meta, se comercializaba en la calle Futbol 117, en esta misma colonia.

The accountant let slip another revealing fact: that the Aguillón-owned lab where the pseudoephedrine orders where shipped was located at 70 Patinadores St., in the Country Club neighborhood of Coyoacán, south of Mexico City. She even detailed that the finished product, probably the drug known as “meth,” was sold at 117 Futbol St. in the same area.

Así mismo, describió a los policías los movimientos de su jefe. Les contó que el principal colaborador de Ye Gon es un sujeto cuyo nombre es Juan Jesús Escandón Paz. “Ellos siempre hablan de negocios”, dijo Rosario.

She also described her boss’s movements to the police, telling them that Ye Gon’s main collaborator was a guy named Juan Jesús Escandón Paz. “They are always talking business,” Rosario said.

Takeway: If you want accurate, detailed information, ask a professional beancounter. That, famously, is how they borked Capone, right?

Los agentes indagaron quién era Escandón Paz y, según sus reportes entregados a la PGR y a la SSP, detectaron que su domicilio estaba en Privada de Narcisos 52, fraccionamiento Jardines de Coyoacán, y que también era propietario de la estética Centro de Belleza Imagen, localizada en avenida Acoxpa y Club Atlas sin número, colonia San Lorenzo Huipilco, delegación Tlalpan.

The agents looked into Escandón Paz and, according to reports turned over to the PGR and the SSP, discovered he lived at 52 Privada de Narcisos, in the Jardines section of Coyoacán, and that he also owned the Imagen beauty center, at the corner of Acoxpa and Club Atlas … in the Tlalpan district.
