El desplome del programa educativo Enciclomedia coloca a la Secretaría de Educación Pública (SEP) en medio de reclamos de empresas, dudas de legisladores y señalamientos de que hubo procedimientos viciados en el proceso de licitación.

With the sudden collapse of the Encyclomedia educational program, the federal Public Education department is besieged by complaints from the private sector, questions from legislators and signs of irregularities in the contracting process.

The SEP and the private firms Theos, Interconecta, Mainbit and Sepra are negotiating settlements in the case over the cancellation of a contract for installing the technology in 42,000 high schools and “distance learning” centers.

Fuentes de la industria de servicios tecnológicos denuncian favoritismo en el proceso de licitación, ya que uno de los requisitos era haber realizado instalaciones de equipos en por lo menos mil escuelas, lo que favoreció a las firmas citadas.

Sources from the technology services industry say their was favoritism in the contracting process, given that one of the requirements was that contractors have installed equipment in at least 1,000 schools, which favored the firms cited above.

Las cuatro empresas obtuvieron en noviembre un contrato por 7 mil 951 millones de pesos, para instalar el equipo multimedia.

The four firms received a contract in November worth 7.951 billion pesos for the installation of the multimedia “digital chalkboard.”

Ya en el periodo de Felipe Calderón, la SEP asignó otro contrato -también rescindido- por más de 900 millones de pesos a las mismas firmas para proveer de servicios de comunicaciones e internet al programa Enciclomedia Secundaria.

La dependencia responsabiliza al Poder Legislativo por no haber aprobado los recursos.

El presidente de la Comisión de Educación de la Cámara de Diputados, Tonatiuh Bravo, explicó que no se aprobó el presupuesto “porque hay dudas sobre la efectividad del programa”.

The president of the education committee in the lower house of Congress, Tonatiuh Bravo, explained that the budget was not approved “because there are questions about the effectiveness of the program.”

En entrevista con EL UNIVERSAL, el subsecretario de Educación Básica, Fernando González Sánchez, propuso que Enciclomedia sea sometido a debate o se le considere como parte de un modelo más ambicioso en la ruta a la sociedad del conocimiento.

In an interview with this newspaper, basic education undersecretary Fernando González Sánchez proposed that the program be subject to a public debate and that it be considered part of a more ambitious model for helping Mexico become a “knowledge society.”

Sugiere un modelo construido sobre conexiones de banda ancha que permitan a alumnos y maestros una mejor interactividad con otras bases de datos y con más conocimientos.

He suggests a model based on broadband connections that would enable students and teaches to interact better with other data bases and more knowledge.

Para el secretario de la Comisión de Educación del Senado, Francisco Javier Castellón Fonseca, se requiere una investigación del proceso.

According to the head of the Senate education committee, Castellón Fonseca, an investigation is called for.
