Rio: Arrests Made in Bid to Account for the Mutilated, “Microwaved” Corpse of Shantytown Community Leader

The man had been telling the press that militias made up of moonlighting and retired cops and firemen had summarily executed some 200 people so far this year. See also

Authorities did not act decisively to investigate the charges, the Estadão reports. Its account of the incident is much, much more detailed and informative than O Globo‘s. Which is another example of why, when I go out to buy a metro daily, I generally buy the Estadão. It has its gabbling Moonies as well, but — the reportagem local of the Folha de S. Paulo, to be fair, often exhibits this virtue, too — there seems to be a core of editors and reporters there with some professional pride and civic-mindedness over there. And more power to them.

The man was kidnapped, filled with holes, and his corpse mutilated. I have not yet read about the nature of the mutilation yet, however. Was it was of those symbolic genitals stuffed in the mouth jobs, by any chance?

O cabo Alexandre Batista foi preso na noite de terça-feira, 11, junto com o cabo Jorge Henrique Alves dos Santos, segundo informações da Secretaria de Segurança do Rio de Janeiro. Os dois são acusados de integrar a milícia da Favela da Kelson’s, e teriam ameaçado o líder comunitário Jorge Silva Siqueira Neto. Em entrevista ao Estado, em junho, Siqueira afirmou que sofria ameaças e denunciou os dois policiais militares.

Corporal Alexandre Batista was arrested on Tuesday evening, September 11, together with corporal Jorge Henrique Alves dos Santos, according to the Rio state public security department. The two are charged with being members of the Kelson’s militia and allegedly threatened community leader Jorge Silva Siqueira Neto.

O líder comunitário está desaparecido desde sexta-feira, 7, quando foi baleado e seqüestrado em Rocha Miranda, na zona norte do Rio. A polícia investiga se um cadáver mutilado e carbonizado encontrado na zona oeste da capital fluminense é dele. Os dois PMs suspeitos foram detidos por suspeita de envolvimento no assassinato de um morador da favela, soldado da Aeronáutica, no dia 31 de dezembro.

The community leader disappeared on Friday, September 7, when he was shot and kidnapped in Rocha Miranda, Northern District, Rio de Janeiro. The police are investigating whether a charred and mutilated corpse found in the Western District is his. The two PMs were detained on suspicion of involvement in the murder of a shantytown resident, an Air Force soldier, on December 31.

De acordo com a Polícia Civil, até agora há cinco PMs suspeitos de envolvimento no caso do seqüestro e desaparecimento de Siqueira, incluindo o cabo Batista. Eles negam as acusações. Os outros quatro acusados encontram-se afastados de suas funções nas ruas e cumprem trabalho administrativo.

According to the state judicial police, there are currently 5 PMs suspected of involvement in the kidnapping and disappearance of Siqueira, including Cpl. Batista. They deny the charges. The other four accused have been taken off active duty and assigned to desk jobs.

Siqueira procurou o Estado há três meses para denunciar o suposto desaparecimento de 200 pessoas da Kelson’s, segundo ele todas mortas ou expulsas pelo grupo de policiais militares que integrava a milícia que havia ocupado a comunidade em novembro de 2006.

Siqueira sought out the Estadão three months ago to denounce the alleged disappearance of 200 persons from Kelson’s, saying that they had all been killed or expelled by the military policemen who made up the militiathat occupied the community in November 2006.

Na entrevista, no dia 5 de junho, ele revelou o plano para matá-lo e citou nominalmente os nomes dos três policiais como seus potenciais assassinos. Siqueira conhecia bem os PMs que integravam o grupo clandestino que cobrava dos moradores por uma suposta segurança porque foi, durante algum tempo, aliado dos milicianos. Ele foi posto na presidência da associação de moradores pelos próprios policiais que denunciaria mais tarde.

In the June 5 interview, he said there was a plot to kill him and revealed the names of three policemen whom he said were his prospective assassins. Ele admitiu à reportagem que apoiou a instalação dos milicianos e teve vantagens com isso. Entre elas, a permissão para explorar um depósito de gás (uma das atividades que costumam ser monopolizadas por milicianos em favelas do Rio). Ele também tinha um quiosque de lanches numa praça da comunidade. No entanto, disse, começou a se desentender com eles depois que os policiais se apropriaram do seu comércio e interferiram na distribuição de cestas básicas para a comunidade.

He admitted to our reporters that he had supported the coming of the militiamen and had profited from it. Among the advantages he enjoye was permission to operate a cooking-gas distributor (one of the activities that is often monopolized by militiamen in Rio shantytowns.) He also owned a lunch counter in a community square. Nowever, he said, he began to fall out with the militia after they expropriated his business and interfered in the distribution of food aid to the community.

Na entrevista, o líder comunitário contou que no dia 5 de abril deste ano, seu trailer foi saqueado pelos milicianos. Ao buscar satisfações na associação com dois prepostos dos milicianos, Siqueira recebeu, por telefone, a sentença de expulsão do cabo Batista. O PM, segundo ele, estava de serviço no batalhão de Bangu (14º BPM). “Ele disse que eu estaria expulso da minha casa e que a associação não precisava mais de presidente. Mandou dizer que eu não retornasse mais à comunidade para não sofrer um ‘acidentezinho’, que a gente sabe que seria um óbito, né? É obvio isso. Eu seria morto”, contou.

In the interview, the community leader said that on April 5 of this year, his trailer was pillaged by the militiamen. When he sought reparations through the association, he received word that he had been expelled by telephone from Corporal Batista. The trooper, he said, was working at the Bangu battalion, the 14th BPM. “He said I would be kicked out of my house and that the association did not need a president anymore. He sent word that I should never come back or else I would suffer ‘a little accident,’ which we all know is a death sentence, right? Obviously. I would be killed,” he said.

Siqueira disse ter sido procurado, no dia seguinte ao da expulsão, por um vizinho que teria contado a ele sobre uma reunião dos três policiais para traçar o plano do seu assassinato no Conjunto Habitacional Bento Cardoso, na Penha, na zona norte. O lugar é o mesmo apontado por uma denúncia anônima como cenário de uma reunião dos cabos Barcellos e Oliveira com outros colaboradores um dia antes do seqüestro do líder comunitário.

Siqueira said he was sought out, on the day following his expulsion, by a neighbor who told him of a meeting among the three policemen to plan his assassination, held at the Bento Cardoso housing projects in Penha. The location was pointed to by an anonymous tipster as the scene of a meeting between Cpls. Barcellos and Oliveira and other collaborators one day before the kidnapping of the community leader.

“Essa pessoa me falou de que foi feita uma reunião num local conhecido como Bento Cardoso e que esse cabo Alexandre Batista junto com o cabo André Luiz Oliveira, que é o cabo Oliveira, que também é chefe da milícia, e o cabo Barcelos e outros policiais teriam se reunido e teriam decretado a minha morte. Que eu deveria ser morto por estar incomodando o andamento do trabalho”, contou. “Essa pessoa me falou: não fica boiando por aí não. Some para algum lugar porque eles vão te caçar”.

“This person told me there was a meeting at Bento Cardoso and [that the policemen passed a death sentence on me.] That I was to be killed for getting in the way of their work,” He said. “This person told me: Don’t be hanging around here. Disappear someplace, because they are going to hunt you down.”
