Mexico: “Enciclomedia Probe Authorized”

Microsoft “digital divide” project seems to have sunk into the sea of mud.

Among the most frequent complaints by teachers were such things as that “there were incorrect dates in the digital history textbook” and that the digital version of the math textbook was not the latest edition. Other teachers commented that “windows appear that there is no way to close” and that “there is no way to get the computer back after it freezes.”

And those are the units that were actually delivered to a place with electricity to run them on, rather than, say, falling off the back of a truck.

La Cámara de Diputados solicitó a la Secretaría de la Función Pública (SFP) que inicie una investigación que derive en una auditoría integral al programa Enciclomedia, que Vicente Fox y Marta Sahagún impulsaron como su mayor logro durante el pasado sexenio.

The lower house of the Mexican congress will ask the secretary of the civil service to initiate an investigation that may lead to a complete audit of the Enciclomedia program, which Fox and his wife have touted as the most significant achievement of the Fox administration.

Por mayoría, los diputados asistentes al salón de plenos aprobaron el texto que demanda la fiscalización del citado programa, porque la credibilidad del mismo se encuentra maltrecha “y brotan irregularidades y demandas en torno a varios miles de millones de pesos que afectan al Estado”.

A majority of the lawmakers present in the plenary session approved the wording of a demand for oversight of the program, because its credibility is severely damaged “and irregularities and lawsuits involving billions of pesos that affect the public treasury have appeared.”

Los argumentos para revisar a fondo el citado programa redundan en la existencia de favoritismos y serias irregularidades en el otorgamiento de los contratos para extender el programa a las escuelas secundarias; de ahí la importancia de transparentar el proceso y aclarar las dudas que se hayan generado a este respecto y, en su caso, deslindar responsabilidades.

The arguments in favor of a thorough review of Enciclomedia are based on the existence of cronyism and serious irregularities in the granting of contracts to extend the program to secondary schools; hence the importance of making the process more transparent and clarifying doubts that have arisen in this respect. And, if necessary, to assign culpability.

“Consideramos necesario que la sociedad reciba cuentas claras sobre el diseño, estructuración y realización del programa que está operando a nivel primaria y el proceso de licitación correspondiente a las secundarias”, indicaron los legisladores.

We consider it necessary to render a clear accounting to society about the design, structure and implementation of the program that is operating in the elementary schools, and the contracting process for a corresponding program in secondary schools,” the legislators said.

También, el pleno de la Cámara de Diputados concedió autorización para ausentarse del territorio nacional al presidente Felipe Calderón Hinojosa, quien viajará del 23 al 27 de septiembre por las ciudades de Nueva York, Chicago y Boston, Estados Unidos.

The plenary session of the lower house also authorized Calderón to leave Mexico for a trip to New York, Chicago and Boston from September 23 to 27.
