“Alcogal” also lists Citibank N.A., Banco Santander, Siemens, Chiquita Brands, Phillip Morris, Payless Shoesource, and the Cisneros Group (Venevision) as clients. Federal police and prosecutors described it, in press statements, as “responsible for a number of such irregular schemes in the region.” That was actually the most ominous note struck in the whole affair, I thought. ChileInforma.com noted back in October 2005:

The Supreme Court of Panama accepted the petition of Chilean justice to investigate five Panamanian corporations with ties to former dictator Augusto Pinochet, allegedly used to open bank accounts with public funds from Chile.

Among the five firms: Alemán, Cordero, Galindo & Lee, currently embroiled in the “Cisco Sour” affair in Brazil. See

Based the resolution of October 5, the Panamian court accepted the August 25, 2005, petition from justice minister Sergio Muñoz to carry out the investigation.

The Panamanian high court agreed to three of the four petitions submitted by Chilean justice and instructed the Panamanian national prosecutor’s office “to take all steps required by the foreign authorities.”

This judicial order comes in the contest of the criminal proceeding against Pinochet for the crimes of misappropriation of public funds, illict self-enrichment, money-laundering, falsification and tax offenses.

En el requerimiento se solicita la documentación sobre la firma de abogados Alemán, Cordero, Galindo & Lee sobre las sociedades Eastview Finance, Abanda Finance Limited, Belview International, Inc, GLP Limited, Tasker Investment Limited y Cornwall Overseas Corp.

The petition from the Chileans seeks documents [from] the law firm of Alemán, Cordero, Galindo & Lee regarding Eastview Finance, Abanda Finance Limited, Belview International, Inc, GLP Limited, Tasker Investment Limited y Cornwall Overseas Corp.

The court agreed to ask the Public Registry of Panama to provide the certification and other general data on said corporations and to hand over authenticated copies of the documents it has on them.

Representatives of Alemán, Cordero, Galindo & Lee confirmed to the La Prensa daily that it created these corporation at the request of Barclays Bank de Miami, Florida, but that they did not know that they were linked to Pinochet.

The Panamanian high court also accepted the request for testimony from the partners in the firm and for copies of any investigations related to Pinochet.

However, the court rejected the request to Jaime Alemán to provide documents or information on the creation of the five corporations, since those papers “are in the hands of private parties against whom there are no criminal proceedings” in Panama.
