São Paulo: “Cops Arrested in Journo Assassination”

Presos acusados de envolvimento na morte de Luiz Carlos Barbon: Five persons have been arrested in the proverbial “gangland-style” assassination of Porto Ferreira journalist Luiz Carlos Barbon. The Portal Imprensa (UOL) reports.

Desde a última sexta-feira (19/10), a cidade de Porto Ferreira, interior de São Paulo, está em estado de atenção. Agentes do Departamento de Homicídios e Proteção à Pessoa (DHPP) estiveram na cidade, em busca de envolvidos na morte do jornalista Luiz Carlos Barbon, 37, assassinado com dois tiros em maio deste ano.

Since last Friday, the city of Porto Ferreira, in [upstate] São Paulo, has been on alert. Agents from the homicide division (DHPP) of the state judicial police were in town, looking for persons involved in the death of journalist Luiz Carlos Barbon, 37, assassinated with two gunshots in May of this year.

Na ação do DHPP, desde ontem (22/10), cinco acusados de envolvimento no homicídio foram detidos, sendo que todos fazem parte da polícia da cidade. Segundo informações locais, de pessoas que preferem não se identificar, ainda haverá mais presos, já que ainda existem ordens de prisão e pessoas foragidas.

Yesterday (October 22), the DHPP detained five persons accused of involvement in the murder. All of them are members of the local police force. According to local information, from persons who preferred not to be named, there will be more arrests, with outstanding arrest warrants still to be served and suspects still at large.

Luiz Carlos Barbon foi executado com dois tiros a queima-roupa, enquanto conversava com amigos no “Bar das Araras”, localizado na cidade de Porto Ferreira. Barbon colaborava com o Jornal do Porto e o JC Regional, e era conhecido pelas denúncias que publicava.

Barbon was executed at point-blank range with two shots while talking with friends at a local bar. Barbon contributed to the Jornal do Porto and the [Jornal do Commercio regional edition], and was widely known for the charges he published.

O jornalista ficou nacionalmente conhecido por ter denunciado esquema de aliciamento de menores na cidade, envolvendo vereadores locais. Com a matéria, Barbon chegou às finais do Prêmio Esso de Jornalismo, na categoria “Regional”

He gain national notoriety for having denounced a scheme to prostitute minors in the city, involving local elected officials. The article took Barbon to the finals of the Esso Journalism Prize in the “regional” category.

The case resulted in the conviction of a number of the accused. Some, but not all, of them overturned on appeal. One man convicted was reelected to the local municipal council while doing time.

The Folha de S. Paulo is the only other news organization to report on the case this week — but seems to have missed out on the fact that warrants were issued and arrests were made.

De acordo com o comando do batalhão de São Carlos (231 km a noroeste de SP) –a qual a companhia da PM de Porto Ferreira é subordinada–, os mesmos policiais também foram interrogados pela Polícia Civil, no inquérito que apura a morte do jornalista, presidido pelo delegado Gilberto Aquino, titular da DIG (Delegacia de Investigações Gerais) de São Carlos.

According to the commander of the São Carlos military police battalion (231 km northeast of São Paulo — of which the PM company in Porto Ferreira was a part — the same policemen were also questioned by the state judicial police in the investigation into the journalist’s death, which is being led by Aquino, head of the General Investigations division in São Carlos. 

“Se aventou a participação de PMs”, disse o comandante do batalhão de São Carlos, tenente-coronel João Donizeti Scozzasave.

“The issue of participation by military policeman has been aired,” said the commander of the São Carlos battalion, Lt. Col. Scozzasave.

Segundo ele, oficialmente os policiais não são suspeitos e ainda não foram indiciados pela PM ou pela Polícia Civil. “Todos os policiais que foram ouvidos estavam de serviço [na noite do crime] e atenderam a ocorrência”, disse o comandante.

According to the colonel, officially the police are not suspects and have not yet been indicted by the PM or the state judicial (civilian) police. “All the police that were questioned were on duty the night of the crime and responded to the scene,” the commander said.

I am gathering that is no longer true.

Na noite da morte de Barbon, trabalhavam em Porto Ferreira quatro PMs em dois carros da Ronda Escolar, dois policiais com um carro da Força Tática e outros quatro policiais em dois carros de patrulha da PM.

On the night of Barbon’s death, four PM troopers were on duty, in two cars from the School Patrol, along with two troopers in a Tactical Force vehicle and another four in two regular PM patrol cars.

De acordo com Scozzasave, 50 policiais trabalham na companhia em Porto Ferreira, entre eles um capitão e um tenente. A Corregedoria da PM deve voltar nesta quarta-feira (24) para continuar com os interrogatórios, segundo o comandante.

According to Scozzasave, 50 policemen work for the PM company assigned to Porto Ferreira, including a captain and a lieutenant. PM internal affairs is due to return on October 24 to continue questioning troopers, according to the commander.

O delegado do caso informou que a investigação está sob segredo de Justiça e que o inquérito ainda não foi encaminhado ao Ministério Público com uma conclusão.

The police inspector in charge of the case said the case is sealed by court order and that a report stating conclusions has not yet been sent to prosecutors.

I would guess that prosecutors must have convinced a judge of something for the judge to have issued arrest warrants.
