Rio: “Denies Bribe Probe of Federal Carabinieri”

Biscaia chama de ‘genérica’ denúncia contra Força Nacional: The federal Secretary of Public Security denies reports that the Federal Police are investigating charges that members of the FNSP — a national police force currently operating in Rio de Janeiro — received bribes from the drug traffic.

G1/Globo reports. What it does not report, however, is who reported what senior officials are claiming was a non-existent fact.

This happens to be true — I have never eaten a human baby — and I can prove it.

But what respectable news organization said I did in the first place, anyway?

The sensitivity of the issue, I would say, is that the continued presence of the federal force creates new opportunities for dealing with police corruption and “parapolitics” in Rio.

When a significant proportion of the 15th Battalion (Duque de Caxias) went to jail on charges of taking (big) bribes to let the Traffic operate in their area, the FNS took up the slack of routine patrol work, for example.

And when members of the Tourist Battalion were found to be operating a corruption scheme at the Christ the Redeemer attraction — lovely, do stop in and see that when you are in Rio — the FNS provided security for the arrest. Sending a pretty clear signal, I thought at the time. See

The story was reported by the Estado de S. Paulo today, citing only “the Rio press” as its source.

Um informe divulgado pela Polícia Civil do Rio – segundo o qual soldados da Força Nacional de Segurança (FNS), que fazem o cerco ao complexo de favelas do Alemão, na zona norte, teriam aceitado R$ 500 para deixar criminosos passarem pelo bloqueio com armas – causou reação do governo federal. A informação, divulgada ontem pela imprensa carioca, dava como procedência do informe um relatório da inteligência da Polícia Federal.

A report published by the state judicial police of Rio de Janeiro, according to which troopers of the National Pubic Security Force, who are besieging the shantytown complex known as the Complexo do Alemão, had accepted R$500 to let criminals bring weapons through the blockage, provoked a reaction from the federal government. The information, published yesterday by the Rio press, cited the source of the charge as a Federal Police intelligence report.

Weirdly, Google News does not turn up any references to the original story, just the denial story.

The Agência Brasil also omits the source of the published report, saying only that it was “published by a Rio newspaper.”

Ah, yes, here it is: The report was bylined to Sérgio Ramalho of O Globo, according to the copy that is posted to the Web site of the PSDB political party.

O Globo reports that the government says that someone reported a nonexistent fact, but fails to mention that the newspaper that reportedly reportedly the nonexistent fact was O Globo.

O secretário nacional de Segurança Pública, Antônio Carlos Biscaia, classificou de “genérica” e negou que tenha partido da Polícia Federal o relatório de outubro informando que homens da Força Nacional de Segurança (FNS) tenham aceitado suborno de R$ 500 para permitir a entrada de armas nas favelas ocupadas do Cojunto do Alemão, em Ramos, no subúrbio do Rio. Segundo Biscaia, o informe foi feito pela Polícia Civil depois de receber uma denúncia do Disque-Denúncia. O secretário informou que a corregedoria da FNS já está apurando o caso.

The secretary, Mr. Biscaia, characterized the accusation as “generic” and denied that it had come from the Federal Police. … According to Biscaia, the reported was prepared by the state police after receiving a call on its tip line. Biscaia said FNS internal affairs is looking into the case.

“A notícia não procede. O que houve foi um fato relacionado ao Disque-Denúncia, que já foi passado ao comando da FNS e já está sendo investigado. Não chegou qualquer informe à Polícia Federal ou ao Ministério da Justiça. O que há é uma acusação genérica com dados que não estão próximos da realidade. Os policiais da FNS foram escolhidos com muito critério. E se houve compravação da denúncia, medidas serão tomadas, pois não se tolera qualquer tipo de desvio de conduta”, disse Biscaia salientando que os policiais da FNS recebem diária de R$ 150 além dos salários pagos por seus batalhões de origem.

The strategy is to bring in police from other states, without undesirable local ties.

O ministro da da Justiça, Tarso Genro, que esteve no Palácio Laranjeiras, em Laranjeiras, na Zona Sul do Rio para assinar o termo de cessão do legado do Pan para o governo do Rio, também negou ter recebido qualquer informação passada pela Polícia Federal sobre a denúncia de suborno. Mas, segundo ele, pode ter acontecido um caso de desvio de conduta.

The Minister of Justice, who was at the governor’s mansion in Rio to sign the agreement [handing over equipment purchased for the Pan-American Games to the state], also denied receiving any information from the Federal Police on the bribe accusation. He did say, however, that a case of misconduct might have occurred.

“O percentual de policiais da FNS no Rio é muito grande. Mas pode ter acontecido de uma pequena parte, que está há tempos na favela, tenha se desviado e se envolvido. Isso está sendo investigado”, disse Genro.

“The percentile of police in the Rio contingent of the FNS is very high. But it might have happened that a small element, that has been in the shantytown for some time, may have engaged in misconduct. This is being investigated,” Genro said.

De acordo com o documento – enviado a 26 de outubro à Secretaria de Segurança Pública – agentes da FNS teriam recebido R$500 para facilitar o transporte de armas que seriam usadas na invasão ao Morro do Adeus. Na sexta-feira passada, o atirador de elite da Coordenadoria de Recursos Especiais (Core) Eduardo de Mattos morreu após ser atingido na cabeça enquanto sobrevoava o Morro do Adeus num helicóptero, em meio a uma operação policial.

A report from the federal police intelligence division points to the alleged connivance of FNS troopers with drug traffickers in the Alemão complex. According to the document — sent on October 26 to the Secretary of Public Security (SSP) — agents of the FNS got R$500 to facilitate the transportation of weapons to be used in the invasion of the Morro do Adeus shantytown. Based on federal police investigations, the report previwed plans by Tota, head of the traffic in the area, to invade the turf of a rival faction. Divided into three topics, the document relates, “the weapons were to be moved along Canita and Queiroz Sts, with the possible connivance of FNSP troopers. This facilitation allegedly occured through the payment of a R$500 bribe to these police.”

Para transportar o armamento, composto por fuzis e três metralhadoras .30 (ponto 30), os traficantes teriam utilizado uma picape S-10, preta, com placa branca de Brasília, e uma van. O arsenal teria sido espalhado em quatro pontos do Morro do Adeus, com a conivência de três ex-integrantes da facção rival, que passaram a colaborar com a quadrilha de Tota. A invasão ao reduto rival começou no domingo, dia 28. Desde então, os confrontos entre os dois bandos se intensificaram. A situação se agravou na sexta-feira passada, quando a quadrilha de Tota conseguiu dominar o território.

To transport the weapons, which comprised assault rifles and three .30 machine guns, the traffickers allegedly used a black S-10 pickup with Brasília plates and a van. The arsenal was allegedly distributed to various points in the Morro do Adeus with the assistance of three former members of the rival faction who had begun collaborating with Tota. The invasion began on October 28. Since then, clashes between the rival gangs have intensified. The situation grew worse last Friday when Tota’s gang succeeded in dominating the area.

The federal police report also cites the alleged involvement of former and current Armed Forces personnel in Tota’s gang. The soliders are allegedly responsible for training the “soldiers” of the traffic, guard duty and maintaining the gang’s weaponry. Sought out by O GLOBO for comment, state security secretary Beltrame alleged, through his press office, that he does not discuss investigations in progress. The national security secretary, to which the FNS is attached, had not commented on the report by yesterday evening.

Ramalho was one of the reporters who shared a human rights prize recently for that series on “the new dictatorship” — and has reported on a lot of dangerous topics, most particularly the militia phenomenon.

It does sometimes happen, however, that good reporters who rely too heavily on inside sources get burned or jerked around by same, in the interests of promoting moral panic (which the O Globo series in question contained in heavy doses, at times).

A primary danger of “leak journalism” — which is a predominant mode of law enforcement reporting in Brazil, it seems to me, and as local observers have been heard to complain. See
