Rio: “Nadinho Surrenders; Globo Online Readers Overwhelmingly Favor Militias”

According to the charges brought by the public ministry, the alderman planned the exeuction of Félix in order to guarantee his political control of the Rio das Pedras community. The inspector, who was on the staff of Ricardo Halack when Halack was chief of the state judicial police, planned to run for a vacancy on the city council, putting Nadinho’s reelection at risk.

In all, 2,016 Internauts voted. The majority (63%) demostrated support or tolerance for illegal groups that collect fees from poor communities in exchange for protection. The option “is not ideal, but at least they bring peace to the communities,” was chosen by 35% of the readers. Another 28% chose the response, “eu support them and would pay for protection, if necessary.” The only option in the multiple-choice survey that was entirely against the militias was chosen by 37% of Internauts. They chose to define this activity as “an illegality which ought to be combated just like the drug trade.”

RIO – O vereador Josinaldo Francisco da Cruz, o Nadinho de Rio das Pedras (DEM), se entregou, nesta segunda-feira, ao juiz Sidnei Rosa, titular do 4º Tribunal do Júri, na sede do Tribunal de Justiça, no Centro do Rio. Ele é acusado pelo Ministério Público Estadual de ter sido o mandante do assassinato do inspetor Félix dos Santos Tostes, em 23 de fevereiro, no Recreio dos Bandeirantes. Félix era apontado como chefe da milícia que atua em Rio das Pedras. De terno marrom, Nadinho chegou sozinho ao Fórum, onde encontrou seu advogado, Edson Fontes. Nos cinco dias em que esteve foragido da Justiça, o político teria recebido proteção de policiais ligados à milícia que atua na Favela Rio das Pedras, reduto eleitoral do vereador, segundo informações da Subsecretaria de Inteligência.

City alderman Josinaldo Francisco da Cruz, known as “Nadinho de Rio das Pedras” (DEM) turned himself in on Monday to judge Sidnei Rosa of the Fourth Jury Tribunal at the courthouse in downtownRio. He is accused by the state prosecutor of order the assassination of state judicial police inspector Félix dos Santos Tostes on February 23 of this year, in the Recreio dos Bandeirantes neighborhood. Félix was accused of heading the militia that operates in Rio das Pedras. Wearing a brown suit, Nadinho arrived alone at the courthouse, where he met his attorney, Edson Fontes. In the five days he has been a fugitive from justice, the politician reportedly recieved protection from policemen with ties to the militia that operates in the Rio das Pedras shantytown, the alderman’s electoral stronghold, according to information from the state public security secretary’s intelligence division.

O juiz Sidnei Rosa não aceitou revogar a prisão preventiva do vereador. Diante da decisão do juiz, Nadinho está sendo levado para a Delegacia de Repressão a Ações Criminosas Organizadas (Draco) e de lá deve ser encaminhado para a carceragem da Polinter, em Campo Grande.

Judge Rosa declined to accept a petition to revoke the order of preventive detention of the city lawmaker. Nadinho is being taken to DRACO, the anti-organized crime bureau, for forwarding to the Polinter detention facility in Campo Grande.

De acordo com a denúncia do Ministério Público, o vereador planejou a execução de Félix para garantir o domínio político na comunidade de Rio das Pedras. O inspetor, que ocupou um cargo no gabinete do ex-chefe de Polícia Civil Ricardo Halack, planejava disputar uma vaga na Câmara de Vereadores, colocando em risco a reeleição de Nadinho.

An earlier version of this theory also involved an alleged decision by inspector to throw his votes behind the rival PMDB candidate rather than congressman Rodrigo Maia, national chairman of the DEM (ex-PFL) and the son of Rio mayor Cesar “Chairman” Maia.

His alleged partner in the business of protecting illegal gambling rackets was PMDB state lawmaker Lins, also a former state police chief. What ever happened to that angle on the case?

O vereador teve mandado de prisão expedido na última quinta-feira. Além dele, também estão com mandados de prisão os policiais civis Raphael Moreira Dias (que também está foragido) e André Luiz Malvar (que já está preso por outros dois homicídios, na Região dos Lagos). André é genro do vereador Jerônimo Guimarães Filho, o Jerominho (PMDB), cujo reduto eleitoral fica na Zona Oeste, assim como o de Nadinho.

Nadinho had a warrant issued for his arrest last Thursday. Warrants were also issued for state judical policemn Raphael Moreira Dias (also a fugitive) and André Luiz Malvar (who is already in custody for two homicides in the Região dos Lagos area). André is the son-in-law of alderman Jerônimo Guimarães Filho, “Jerominho” (PMDB), whose district is also in the Western Zone.

Jerominho’s brother is also an alderman — and also, if I remember correctly, also reportedly used the Batman symbol in his campaign literature.

None of the Batman films or comics I have seen about the Caped Crusader’s “dark side” involve him taking an equity stake in the criminal ventures of the Penguin, the Joker and the Riddler.

Or running for Commissioner Gordon’s job, for that matter.

Maybe life does not imitate art.

Na semana passada, policiais da Delegacia de Homicídios da Zona Oeste fizeram operações à procura do vereador em bairros da Zona Oeste da cidade. Em entrevista logo após a morte de Félix, o vereador negou qualquer envolvimento com o crime.

Last week, the Western Zone Homicide Bureau went looking for the alderman in the area. In an interview shortly after the inspector’s death, the Nadinho denied any involvement in the crime.

Pelo crime, também foram indiciados o ex-PM Ricardo Teixeira Cruz, o Batman, expulso da Polícia Militar em 1992; o ex-PM José Carlos da Silva, exonerado da corporação em 1999; e o cabo PM Wellington Vaz de Oliveira, lotado no 27º BPM (Santa Cruz).

Also indicted for the crime were former military policeman Ricardo Teixeira Cruz, known as “Batman,” expelled from the military police in 1992; former PM José Carlos da Silva, dismissed rom the force in 1999; and PM corporal Wellington Vaz de Oliveira, who is assigned to 27th BPM (Santa Cruz).

Em 2004, Nadinho foi o nono vereador mais votado do Rio. Ex-presidente da Associação de Moradores de Rio das Pedras, ele obteve 13 mil dos 17 mil votos das seções eleitorais da favela.

In 2004, Nadinho was the ninth most-voted city lawmaker in Rio. A former president of the Residents Association of Rio das Pedra, he obtained 13,000 of the 17,000 votes cast in the area.
