Rio: “More (Fog of) War in the Alemão”

Penha. See Bala Perdida: A Letter from Olaria

The headline on the front page of the Estado de S. Paulo Web site is:

“The National Public Security force enters the Morro do Alemão shantytown complex; 600 men in action; shots exchanged.”

That, I thought, could be interesting. Lately, you have seen the state judicial police, rather than the military police, taking the lead in raids designed to seize drugs and weapons in Rio.

The FNSP has so far only taken a supporting role in such operations. There has been discussion of their taking the lead at times, however. Is this such a development.

Apparently not. The inside headline is

Polícias e Força Nacional ocupam o Alemão e há tiroteio

Police forces and the FNSP occupy the Alemão and a gun battle is going on.

G1/Globo says 300 men are taking part in the operation.

Nearly 600 men, including state judicial police, military police, and FNSP agents, participated in an operation in the shantytowns of Chatuba, Fé, Vila Cruzeiro, Caixa D’Água and Sereno in the Alemão complex this morning, December 5. The operation began around 9:30 am and gunfire was exchanged between the police and the supposed traffickers.

Who supposes this?

G1/Globo:

Police from various units joined in an operation there this morning. The operation comprises some 300 men, 100 vehicles, two armored cars, a helicopter and an ambulance. The information was confirmed by Turnowski of the Department of Specialized Police.

The Estadão cites 600 men, but no source.

G1 cites 300 men, and an official source.

It also cites different locations than those mentioned by the Estadão.

Police troopers from the 16th Military Police Battalion (Olaria) are patrolling access routes to the Grota, Adeus and Nová Brasília shantytowns in the Alemão …

Extra is reporting that “300 state judicial police” are taking part in the operation. Only Globo and the Estado have reported so far, juding from Google News Brasil.

Pois é.

BOPE is supporting the operation in the Vila Cruzeiro, where the gunfire is most intense.

Residents are frightened, and are avoiding leaving their houses or walking along the streets giving access to the community. A section of Our Lady of Penha Avenue has been blocked off. Afraid of stray bullets, residents are gathered at the access points to the shantytowns, waiting for the situation to calm down.

The FNSP force was reinforced this morning, with a more ostensive presence and more troopers and vehicles. Besides the 600 men who entered the complex, the operation is using 100 Rio police cars, two armored vehicles — of the type known as the Big Skull — ambulances and helicopters.

Various special police units are taking part in the operation, which is similar to the one on June 27, which left 19 dead.
Similar in what way? In terms of its objectives? Tactics? Strategy? Rationale?

Add what information?

Chatuba has appeared on lists of militia-dominated shantytowns in various bulletin boards, but I have absolutely no way of knowing how accurate those lists are.

Or is that the same Chatuba listed as a shantytown in the Western Zone? Are there two Chatubas? Or is the operation not necessarily confined to the Alemão. A Wikipedia sub on the subject lists a Chatuba in Penha, but not a Chatuba in Santa Cruz.
