Tarso assinará adesão de 12 cidades de SP a plano de segurança: “Ministry of Justice signs up 12 São Paulo cities to security plan,” reports the Estado de S. Paulo.
SÃO PAULO – O ministro da Justiça, Tarso Genro, assinará nesta terça-feira, 3, convênios com 12 cidades do interior paulista que passarão a contar com recursos do Programa Nacional de Segurança Pública com Cidadania (Pronasci). São elas Barueri, Campinas, Itapevi, Jandira, Santana do Parnaíba, Pirapora do Bom Jesus, Cotia, Embu, Embu-Guaçu, Itapecerica da Serra, Osasco e Vargem Grande Paulista. Com isso, chegará a 17 o número total de municípios do Estado no programa – já o integram desde outubro a capital, Taboão da Serra, Diadema, Santo André e Guarulhos.
The minister of Justice, Tarso Genro, will sign agreements with 12 cities from the interior of the state on December 3. The cities will receive funds from the National Public Security With Citizenship program (PRONASCI). They are: Barueri, Campinas, Itapevi, Jandira, Santana do Parnaíba, Pirapora do Bom Jesus, Cotia, Embu, Embu-Guaçu, Itapecerica da Serra, Osasco e Vargem Grande Paulista. With that, the number of municipalities in the state joining the program will rise to 17. In October, the capital city, as well as Taboão da Serra, Diadema, Santo André and Guarulhos, signed up as well.
The mayor of Santo Andre, Celso Daniel, was murdered a few years back. A suspect in the case reportedly confessed, but family members expressed the suspicion that the confessed murderer was a laranja — patsy — used to conceal the link between the crime and a corruption scheme in the municipality.
A concerted media campaign tried to suggest that Zé Dirceu, a former top aide and cabinet minister to Lula, had ordered the mayor assassinated.

Belém (Pará) – O presidente da Comissão Parlamentar de Inquérito (CPI) do Sistema Carcerário da Câmara dos Deputados, Neucimar Fraga (PR-ES), disse hoje (7) que o depoimento da juíza Clarice Maria de Andrade, titular da 3ª Vara Criminal do Pará, não convenceu os parlamentares.
The president of the CPI of the Prison System, Fraga of Espirito Santo, said that the testimony of Judge Andrade did not convince lawmakers.
“Há documentos adulterados, informações muito contraditórias, e o depoimento prestado não nos convenceu. Percebemos que a emenda ficou pior do que o soneto”, disse Neucimar Fraga, referindo-se à investigação sobre o caso da menina de 15 anos que ficou presa numa cela masculina e foi violentada na cidade de Abaetetuba, no Pará.
“There are documents that have been tampered with, contradictory information, and the testimony given did not convince us. We sense that the [cure is worse than the disease?],” Fraga said, referrig to the case of the 15 year old girl imprisoned in a cell reserved for men and raped in the city of Abaetetuba in Pará.
Para Fraga, o depoimento não condiz com a verdade dos fatos e é possível que exista uma tentativa, dentro do processo, de maquiar as informações.
In Fraga’s view, the testimony is not consistent with the truth and it is possible there is an attempt to manipulate information in the case.

In any event, I tend to think it would be good to see a virtuous political competition among responsible adults in the area of debureacratization. Doing away with nepotism — politics as a patronage-driven, revolving-door family-business, handed down from father to son and carried on across the boundary between the permanent bureaucracy and the elected government — would probably be good place to start.

In Italy, the arrest of mobster Renato Martorano in a political corruption scheme in 2004 provoked screams of political persecution.
Those fingered in his latest onslaught constitute a roll-call of the region’s top dogs. They include Filippo Bubbico, the president of the region, a member of Left Democrats and the most powerful man in Basilicata; Gianfranco Blasi, a MP with Forza Italia and the party’s organiser for the south of Italy; the heads of two top lawyers’ organisations in the region, and a mayor and former mayor of Potenza, the regional capital. The president of Basilicata’s penal chamber, Piervito Bardi, was arrested and accused of feeding gangsters with information about investigations against them.
The key gangster fingered by the investigation is Renato Martorano, who was also arrested. Prosecutors claim that Mr Martorano and his political friends developed an ingenious scheme for entangling legitimate businessmen. Firms wishing to bid for work on a new hospital or resurfacing the region’s roads were obliged to take out insurance policies with an agency run by Mr Martorano’s wife. Apparently legitimate insurance contributions were in fact payments to the Mob, which often had a lock on the choice of manpower for the works.
The arrests provoked shock and consternation in Rome. Piero Fassino, head of the Left Democrats, spoke of his “solidarity and esteem” for his party colleague Mr Bubbico. Forza Italia officials claimed “political persecution”.
