Brazil: “The War on Organized Crime is a Coup d’Etat”

“Third term: Why Lula does not have this right.” The teaser reads: “The president publicly denies a desire to remain in power for four more years, but does nothing to deter allies who want to amend the constitution to allow it.” Pure moral panic campaign, and a pretty stupid one, at that.

Tarso assinará adesão de 12 cidades de SP a plano de segurança: “Ministry of Justice signs up 12 São Paulo cities to security plan,” reports the Estado de S. Paulo.

The minister of Justice, Tarso Genro, will sign agreements with 12 cities from the interior of the state on December 3. The cities will receive funds from the National Public Security With Citizenship program (PRONASCI). They are: Barueri, Campinas, Itapevi, Jandira, Santana do Parnaíba, Pirapora do Bom Jesus, Cotia, Embu, Embu-Guaçu, Itapecerica da Serra, Osasco e Vargem Grande Paulista. With that, the number of municipalities in the state joining the program will rise to 17. In October, the capital city, as well as Taboão da Serra, Diadema, Santo André and Guarulhos, signed up as well.

The mayor of Santo Andre, Celso Daniel, was murdered a few years back. A suspect in the case reportedly confessed, but family members expressed the suspicion that the confessed murderer was a laranja — patsy — used to conceal the link between the crime and a corruption scheme in the municipality.

A concerted media campaign tried to suggest that Zé Dirceu, a former top aide and cabinet minister to Lula, had ordered the mayor assassinated.

Not dissimilar to the rumor that Bubba had Vince Foster whacked.

These sorts of noise-machine campaigns tend to get amplified by dittoheads, Rush Limbaugh style.

Thus, an Estadão reader, commenting on the PRONASCI story on the newspaper’s Web site, views the news as evidence that the current government will seek a third term for President Squid.

IstoÉ magazine ran a cover story promoting this theory (above), and Veja magazine’s Reinaldo Azevedo has heavily promoted the idea that Brazil runs the risk of a Lulist “coup.” See

PRETENDEM INVESTIR TUDO ISTO EM MAIS CINCO ANOS? COMO? VOCÊS NÃO VÃO SER EXTERMINADOS COM MAIS TRÊS ANOS? EM 2010?

You intend to invest all that in the next five years? How? Are you not going to be exterminated in three years? In 2010?

The spelling is creative.

A JUVENTUDE ESTÁ MORRENDO EM SUAS MÃOS, SEUS INCOMPETENTES E INCONVENIENTES, E AINDA ME VEM DIRCEU, ESSE FARISEU DIZER QUE UM TERCEIRO MANDATO PRA LULA É LEGAL.

The youth is dying in your hands, you worthless imcompetents, and here comes Dirceu, that Pharisee, saying that a third term in office for Lula is legal.

CLARO, ELE É FORMADO NA CUBA, ANTIGHA RÚSSIA, APÓIA CHAVES, MORALES, E QUERIA IMPLANTAR A DITADURA NO BRASIL, TOMADA DE PODER NA PALABVRA DO PROCURADOR GERAL JUSTIÇA.

Sure, he was trained in Cuba, old Russia, he support Hugo Chávez, Evo Morales, he wants to implant a dictatorship in Brazil, taking power on the word of the federal attorney.

MENINAS ESTRUPRADAS NO PARÁ, NO GOVERNO LULA, NO GOV ERNO DAQUELA MULHER INCOMPETENTE, QUE RESOLVERAM JOGAR A CULPA NO JUIZ, NO PROMOTOR E NO DELEGADO.

Girls raped in Pará under the Lula government, under the government of that incompetent woman, that they decided to blame the judge, the prosecutor, and the police precinct captain.

Pará is governed by Ana Julia Carepa of the PT.

The story continues to thrive as a sensationalist cause célèbre and “poster child” case. A congressional inquiry into the prison system is currently underway, and the judge mentioned there has just testified.

The president of the CPI of the Prison System, Fraga of Espirito Santo, said that the testimony of Judge Andrade did not convince lawmakers.

“Há documentos adulterados, informações muito contraditórias, e o depoimento prestado não nos convenceu. Percebemos que a emenda ficou pior do que o soneto”, disse Neucimar Fraga, referindo-se à investigação sobre o caso da menina de 15 anos que ficou presa numa cela masculina e foi violentada na cidade de Abaetetuba, no Pará.

“There are documents that have been tampered with, contradictory information, and the testimony given did not convince us. We sense that the [cure is worse than the disease?],” Fraga said, referrig to the case of the 15 year old girl imprisoned in a cell reserved for men and raped in the city of Abaetetuba in Pará.

In Fraga’s view, the testimony is not consistent with the truth and it is possible there is an attempt to manipulate information in the case.

More on that in a bit. Bears looking into.

Our dittohead again:

EM QUALQUER PAÍS SÉRIO, ESTE GOVERNO, GOVERNADORA DO PT, ETC, ESTARIAM NA CADEIA.

In any serious country, this government, the PT governor, etc. would be in jail.

HOJE, MÍDIA MOSTRA MULHER, OUTRA, COM CORRENTES NA PERNA, NO CORREDOR DE UMA PRISÃO, PORQUE NÃO TEM VAGA NA CELA, ISTO EM SANTA CATARINA. NEM NOS HOSPITAIS DO LULA TEM VAGAS, QUE DIRÁ EM CADEIA, ALIÁS, TEM PARA POBRE, PRETO E PUTA.

Today, the media shows a woman, another one, with shackles on her leg, in the corridor of a prison, because there is not room in the cells. This in Santa Catarina. While in the hospitals of Lula they do not have beds, so why would you think, in the jails, they would have them for poor black whores.

E BRASÍLIA? SE GRITAR PEGA LADRÃO NÃO FICA UM MEU IRMÃO….!

And Brasília? If someone shouted “grab the thief,” not one would remain, bro!

ESP continues on the PRONASCI program:

Launched in August of this year, Pronasci aims at retaking areas dominated by organized crime, in conjunction with urban planning, health, culture and education for residents. The program proposes 94 projects that city governments can choose according to their needs.

According to the ministry, the federal government plan to invest more than R$6.7 billion by 2012. Initially, the 11 regions with the highest murder rates in Brazil will be served: Brasília and environs, Vitória (Espirito Santo), Belo Horizonte (Minas Gerais), São Paulo, Rio de Janeiro, Belém (Pará), Recife (Pernambuco), Maceió (Alagoas), Salvador (Bahia), Curitiba (Mato Grosso), and Porto Alegre (Rio Grande do Sul).

In Maceió — where federal police raided the state legislative assembly this week in a corruption investigation — the local bar association is calling on the governor to make use of its option to call for federal support. To make a federal case out of the problem, as it were.

We had a memorable boteco conversation the other week with a fellow who shares some of these views: The crackdown on tax evasion is a Communist plot to install a labor-unionist dictatorship of the tax man! Who is, of course, a crytpo-Stalinist nigger. Followed by advice on setting up creative tax shelters. Seriously. Our jaws were on the floor.

Having spent some time in Idaho in my misspent youth, believe it or not, the conversation gave me a certain sense of deja vu. You know what I am talking about. Posse Comitatus, remember those people?

The official rhetoric is that everyone must pay, and waste, fraud and abuse must be stamped out, in order for the tax burden to distributed more equitably, and the insane tax regime reformed.

But my friend the Enigmatic Mermaid bets me those reforms will not happen.

I hope for the sake of Brazilian friends that the Merm is wrong. In any event, I tend to think it would be good to see a virtuous political competition among responsible adults in the area of debureacratization. Doing away with nepotism — politics as a patronage-driven, revolving-door family-business, handed down from father to son and carried on across the boundary between the permanent bureaucracy and the elected government — would probably be good place to start.

See, for example

Olha só a grande confusão.

These sorts of creepy manifestations occur in meatspace, as well on the Internet. See

In Italy, the arrest of mobster Renato Martorano in a political corruption scheme in 2004 provoked screams of political persecution.

Those fingered in his latest onslaught constitute a roll-call of the region’s top dogs. They include Filippo Bubbico, the president of the region, a member of Left Democrats and the most powerful man in Basilicata; Gianfranco Blasi, a MP with Forza Italia and the party’s organiser for the south of Italy; the heads of two top lawyers’ organisations in the region, and a mayor and former mayor of Potenza, the regional capital. The president of Basilicata’s penal chamber, Piervito Bardi, was arrested and accused of feeding gangsters with information about investigations against them.

The key gangster fingered by the investigation is Renato Martorano, who was also arrested. Prosecutors claim that Mr Martorano and his political friends developed an ingenious scheme for entangling legitimate businessmen. Firms wishing to bid for work on a new hospital or resurfacing the region’s roads were obliged to take out insurance policies with an agency run by Mr Martorano’s wife. Apparently legitimate insurance contributions were in fact payments to the Mob, which often had a lock on the choice of manpower for the works.

The arrests provoked shock and consternation in Rome. Piero Fassino, head of the Left Democrats, spoke of his “solidarity and esteem” for his party colleague Mr Bubbico. Forza Italia officials claimed “political persecution”.

I think you see a similar phenomenon here. The rhetoric, at least, is very similar. And see also
