“If you insist on operating without permission, you wind up getting murdered.”

Na contabilidade da milícia, van paga R$ 540 mil por dia: Extra (Rio de Janeiro) on the business model of Rio’s militias — cops, ex-cops, firemen and soldiers running pizzo protection rackets in off-the-grid communities.

Not completely unlike the business model of the AUC in Colombia, really.

Headline: “In the accounting records of the militia, [underground] van service yields $R540,000 a day.”

The accounting records of an alternative public transportation line, recorded in five ledgers seized by police, link city councilmember Jerominho to charging R$1,800 a day in taxes to drivers from the Coopervida transport collective in Campo Grande, Western Zone, Rio de Janeiro. According to police incident report No. 0552-1901/2007 from the Homicide Division, seven men armed with assault rifles collect the fees on the politician’s behalf on a daily basis.

All the documentation was seized in a parking lot for VW vans in Campo Grande during Operation [“Shock and Awe for Order and Progress”] on December 21. The report was filed based on information provided by a witness.

The figures revealed may, how ever, have many more zeros to them. Police, who are looking into the figures found in the ledger, estimate that 3,000 drivers pay the militia a total of R$540,000 a day. The money is a kind of tax on permission to operate in the Western Zone neighborhoods of Campo Grande, Bangu, Inhoaíba, Paciência, Pedra de Guaratiba, Santa Cruz and Sepetiba.

Public relations diret for the Rio Van and [VW Van] Owners Syndicate, Cerqueira, confirmed the charging of a [bribe.] He says drivers from 15 cooperatives in the area are obliged to pay protection to the local militia.

“The charge exists, and the driver must pay in order to operate. The militia runs everything. If you don’t pay, the street is closed off and you cannot pass. If you insist on operating without permision, you wind up getting murdered,” the syndicate official said.

Again: These rackets are run by cops.

I try to make it a point of registering just how frighteningly grotesque this situation is, pra inglês ver.

Your other news sources — the ahistorical gringo parachute journalism patrol — seem bent on convincing you that this sort of thing is a generally accepted best practice of the South American hordes. See

“Because the state has failed, this ad hoc solution is necessary.”

“The state fails because some of the cops are criminals.”

Vicious circle. See circle, vicious

Circle, vicious. See vicious circle.

The really newsworthy angle here is the claim that there is concrete evidence tying the city councilmember to the scheme.
