“The Zombie Corpse of the Scuderie Le Cocq”: a nationwide phenomenon that federal law enforcement says will be a priority in 2008. “The Le Cocq was accused of 30 political murders in 18 years, on top of the nearly 1,500 murders a year that transformed Espirito Santo into the second most violent state in Brazil. It was created in Rio in 1965 by police who wanted to avenge the death of Detective Milton Le Cocq. Horseface, the bandit who killed Le Cocq, was killed with more than 100 gunshots and his body covered with a poster depicting a skull. … A legislative probe of the drug traffic pointed to six Espirito Santo state police officials and 24 policemen as members of organized crime. All of them belonged to the Scuderie Le Cocq … the members of the Scuderie Le Cocq created a campaign financing scheme for mayors, legislators and aldermen. When these candidates took office, the Scuderie would show up to demand a bribe in the form of fraudulent public contracts.”

Uh! Dune Buggy
–Os Mutantes, “Dune Buggy”
The Diário de Natal (Rio Grande do Norte) reports on a case involved underground transportation, the military police, and alleged death squad activity.
I have a standing Google News Alert on “exterminio, grupos de,” “milicia” and related terms.
I tend to think of death squads are a “canary in the coalmine” issue that bears importantly on the local quality of life — which is something we take personally, given that we lead lives here.
If the local justice system can account efficiently for corpses, it is more likely to be able to enforce contracts and audit financial statements efficiently as well, and otherwise provide the legal certainty a good business climate needs. This is my basic theory.
The victim was a bugueiro, or dune-buggy (pronounced doonee-boogie) operator — a common informal transportation business along the Northeastern coast, particularly in beachfront tourist zones.
We have some stories to tell about the informal transportation market in the Brazilian Northeast. But another time.
The write-up seems to indicate that local usage may confuse buggy with bugre — “bugger,” an insulting term for indigenous peoples.
The death of dune buggy operator Magnus Ranieres Rodrigues, 32, executed with five pistol shots — five of them to the head — on Monday night on Medeiros Avenue (on the road to Redinha) while he was returning from work may be related to an act of revenge in which a military policemen could be involved. That is the opinion of Serginaldo Rodrigues, the victim’s nephew. “I believe my uncle’s death was an execution,” he said.
During the funeral service for Magnus, held at the Soledade I complex, Serginaldo declared that “they pointed to him (Magnus) as a suspect in the death of a military policeman’s wife here in the Northern District.”
The woman referred to by Serginaldo is Azenilde Rodrigues Oliveira da Silva, 41, shot to death on January 24, 2007 in her home in the Parque das Dunas complex. She was married to PM sergeant Manoel Cacheado da Silva, who, according to the Web site of the state supreme court, is responding to [formal charges]. Accusations of his involvement with a death squad that exists inside the military police is being investigated by the military police.
Serginaldo says his uncle was “a good person who had no problems with the police.” He does not know why Magnus was accused of involvement in the woman’s death in January 2007. “They found nothing against my uncle, he was cleared,” he said.
The police received information that the victim’s buggy had been “cut off” by a [truck]. “We are going to investigate whether this vehicle conducted this maneuver intentionally or not,” said a policeman who preferred not to be identified. Further, the police was informed that the murderers were riding on a black Titan motorcycle.
Magnus was accompanied by tourist guide João Maria Tomás de Lima, who was in the passenger seat at the moment of the crime but was not wounded by the shots. His testimony is fundamental to the investigation, which will be conducted by the 13th Police District in Redinha.
One would not be surprised to learn subsequently that the witness has vanished from the face of the earth.
Sources told this newspaper that the buggy operator had been arrested before. “He was detained over involvement in armed robberies. We are also investigating other messes he was involved in, but we prefer not to speak of this right now. The focus now is finding out who killed him and why,” a policeman said.
Friends and relatives held a vigil over the victim’s body in a funeral home in the Soledade I complex in the northern district of the city. Maércio Franklin da Cruz, a brother-in-law of the victim, said “the family is very shaken, because no one ever expected anything like this.”
O sepultamento do bugueiro aconteceu ontem à tarde no cemitério do Bom Pastor.
He declared that this brother-in-law was “a hard-working family man.” Magnus was married with three children (two girls, 11 and 4, and a boy, 9). “All we can do now is demand justice and that they arrest whoever did this,” he said. The buggy operator was buried yesterday afternoon in the Bom Pastor cemetery.
