The Diário de Natal (Rio Grande do Norte) reports on a case involved underground transportation, the military police, and alleged death squad activity.

I have a standing Google News Alert on “exterminio, grupos de,” “milicia” and related terms.

I tend to think of death squads are a “canary in the coalmine” issue that bears importantly on the local quality of life — which is something we take personally, given that we lead lives here.

If the local justice system can account efficiently for corpses, it is more likely to be able to enforce contracts and audit financial statements efficiently as well, and otherwise provide the legal certainty a good business climate needs. This is my basic theory.

The victim was a bugueiro, or dune-buggy (pronounced doonee-boogie) operator — a common informal transportation business along the Northeastern coast, particularly in beachfront tourist zones.

The write-up seems to indicate that local usage may confuse buggy with bugre — “bugger,” an insulting term for indigenous peoples.

A mulher citada por Serginaldo é Azenilde Rodrigues Oliveira da Silva, 41, morta a tiros no dia 24 de janeiro de 2007 em sua casa no conjunto Parque das Dunas. Ela era casada com o sargento PM Manoel Cacheado da Silva, que, segundo o site do Tribunal de Justiça, responde a processos. A suspeita de envolvimento dele com um grupo de extermínio que existia dentro da Polícia Militar está sendo investigada pela Polícia Militar.

The woman referred to by Serginaldo is Azenilde Rodrigues Oliveira da Silva, 41, shot to death on January 24, 2007 in her home in the Parque das Dunas complex. She was married to PM sergeant Manoel Cacheado da Silva, who, according to the Web site of the state supreme court, is responding to [formal charges]. Accusations of his involvement with a death squad that exists inside the military police is being investigated by the military police.

Amigos e parentes velaram o corpo da vítima em um centro de velório no conjunto Soledade I, na zona Norte de Natal. Maércio Franklin da Cruz, que é cunhado de Magnus, disse que ‘‘a família está muito abalada pois ninguém esperava por uma coisa como essa’’.

Friends and relatives held a vigil over the victim’s body in a funeral home in the Soledade I complex in the northern district of the city. Maércio Franklin da Cruz, a brother-in-law of the victim, said “the family is very shaken, because no one ever expected anything like this.”

Ele declarou que o cunhado ‘‘era uma pessoa trabalhadora e dedicada à família’’. Magnus era casado e pai de três filhos (duas meninas – 11 e 4 anos – e um menino de 9 anos). ‘‘Só podemos cobrar agora é justiça para que prendam quem fez isso com ele’’, declarou. O sepultamento do bugueiro aconteceu ontem à tarde no cemitério do Bom Pastor.

He declared that this brother-in-law was “a hard-working family man.” Magnus was married with three children (two girls, 11 and 4, and a boy, 9). “All we can do now is demand justice and that they arrest whoever did this,” he said. The buggy operator was buried yesterday afternoon in the Bom Pastor cemetery.
