SP ganha a partir de amanhã mais três corredores virtuais de ônibus: “São Paulo gets three more virtual bus corridors starting tomorrow.”

The Cidades section of the Estado de S. Paulo, which is one of the first things I read every day, has a great little rundown on the latest developments in a festering sore point of long date in this crazy city: traffic engineering.

It is always a fascinating subject to read about, and is a top political priority as well. The current governor, for example, has made completing the perennially half-completed — “half-sunk, a shatter’d visage lies” — Rodoanel highway interchange a major focus of his administration.

There is little disagreement, I think, with the notion that this would be an incredibly good thing to get done.
It is also a topic, for example, that our Bahian cleaning lady, though formally unschooled, has surprisingly sophisticated opinions about and can discourse on at great length, with great eloquence and vehemence. Public transportation is her life, and she spends hours riding it every day.

O trânsito de São Paulo passará por novos testes a partir de amanhã. Modelo adotado em janeiro pela Companhia de Engenharia de Tráfego (CET) na Avenida Celso Garcia e na Rua Clélia com o objetivo de formar linhas expressas exclusivas para ônibus, o “corredor virtual” será formado amanhã também na Avenida Cruzeiro do Sul, na zona norte, e em trechos das Avenidas Teotônio Vilela e Robert Kennedy, na sul, até o fim deste mês. Na Rua Clélia, “a medida será efetivada com a colocação de tachões amarelos, permitindo que os coletivos trafeguem no lado esquerdo, acompanhando o corredor da Francisco Matarazzo”, informou na sexta-feira a Secretaria de Transportes.

São Paulo traffic will endure new tests starting tomorrow. Adopted January by the state traffic engineering corporation, the CET, on Celso Garcia Avenue and Clélia Street, with the goal of creating express lanes for the exclusive use of buses, the “virtual bus corridor” model will be applied tomorrow to Cruzeiro do Sul Avenue as well, in the Northern Zone, and on stretches of Vilela and Robert Kennedy avenues as well, in the southern part of the city, until the end of the current month. On Clélia Street, “the measure will be implemented using yellow traffic cones that enable public conveyances to [zip along] in the left-hand lane, following the Francisco Matarazzo bus corridor,” the [state? municipal] transportation secretary announced on Friday.

As faixas vão funcionar nos horários de pico, entre 6 e 8 horas e 17 e 20 horas. De baixo custo, o “corredor virtual” é formado com o uso de cones em faixas usadas também por carros. Esse tipo de linha expressa foi criada pela gestão Gilberto Kassab (DEM) após três dos cinco novos corredores projetados para este ano serem descartados. Das faixas exclusivas e definitivas planejadas para as Avenidas Faria Lima, Brás Leme, Sumaré, Celso Garcia e Berrini, só as duas últimas vão sair do papel, ao custo de R$ 130 milhões – as licitações devem ser abertas em março. Com os projetos suspensos, porém, a Prefeitura economizará, em ano eleitoral, R$ 157 milhões.

These reserved lanes will function during peak hours, from 6 a.m. to 8 a.m. and from 5 p.m. to 8 p.m. A low-cost solution, the “virtual corridor” is created by placing traffic cones in lanes also used by private cars. This type of express lane was created by the municipal administration of Gilberto Kassab (DEM) after three of the five new dedicated bus corridors planned for construction this year were abandoned. Of the dedicated bus lanes planned for Faria Lima, Brás Leme, Sumaré, Celso Garcia, and Berrini avenues, only the latter two will get off the drawing board, at a cost of R$130 million — competitive bidding on the contracts are scheduled for March. With the other projects suspended, however, the municipal government will save, during an election year, some R$157 million.

Speaking of election years,the municipal government, as someone reported the other day, has already doubled the amount of expenditures budgeted for public service advertising.

The crassness with which this money is spent creating hagiographical personal promotional messages for the local Mayor Quimby, running on the prime-time boob tube in heavy rotation, is kind of jaw-dropping, I tend to think.

“Nos testes que fizemos na Celso Garcia, os ônibus que levavam 44 minutos para fazer um percurso de 19 quilômetros até o terminal Parque D. Pedro II reduziram a viagem em até 20 minutos”, defende o secretário municipal dos Transportes, Alexandre de Moraes. “Agora, já amanhã, vamos começar os testes na Avenida Cruzeiro do Sul. O corredor com cones na Rua Clélia também será mantido. Os coletivos reduziram as viagens em mais de 20 minutos nessa via.”

“In the tests we conducted on Celso Garcia Avenue, a bus that used to take 44 minutes to travel the 19 km to the Parque D. Pedro II terminal had its travel time cute by 20 minutes,” explained municipal transport secretary Alexandre de Moraes. “Tomorrow, we are going to start testing on Cruzeiro do Sul Avenue. The corridor, marked off with traffic cones, on Clélia Street, will be maintained. Public transportation vehicles will reduce their travel times by 20 minutes along this route. “

On Moraes:

Moraes, que foi Secretário Estadual de Justiça (2002-2005) e integrante do Conselho Nacional de Justiça (2005-2007), vai acumular a Presidência da SPTrans (São Paulo Transporte), empresa de economia mista controlada pela Prefeitura e prestadora de serviços à SMT.

Moraes, who served as state justice secretary from 2002 to 2005, and was a member of the National Justice Council from 2005 to 2007, will also occupy the presidency of SPTrans, a “mixed economy” (public-private) company controlled by the municipal government that provides services to the municipal transportation secretary (SMT).

I guess if SPTrans fails to live up to its contract, Mr. Moraes will sue himself.

A linha expressa na Cruzeiro do Sul vai facilitar o trânsito de coletivos em direção aos terminais Barra Funda e Parque D. Pedro II. Os corredores previstos para a zona sul, em trechos da Teotônio Vilela e da Robert Kennedy, terão a mesma função: reduzir o tempo de viagem dos ônibus que passam por essas vias rumo aos terminais Bandeira, Capelinha, Santo Amaro, Guarapiranga, João Dias e Jardim Ângela. Nas vias com os novos corredores haverá uma reprogramação no tempo dos semáforos para evitar lentidão nas faixas de carros.

The Cruzeiro do Sul Expressway will ease bus traffic in the direction of the Barra Funda and D. Pedro II bus terminals. The corridors planned for the Southern Zone, along parts of Vilela and Kennedy avenues, will serve the same purpose: Reduce travel time for buses to the Bandeira, Capelinha, Santo Amaro, Guarapiranga, João Dias and Jardim Ângela bus terminals. Routes receiving the new bus lanes will have the timing of their traffic signals reprogrammed in order to avoid slowdowns in the lanes used by private cars.

Projects 

Os corredores definitivos nas Avenidas Brás Leme, Sumaré e Faria Lima foram descartados após pressão de comerciantes e moradores próximos dessas vias, que manifestaram posição contrária aos projetos.

The permanent, dedicated bus corridors planed for Brás Leme, Sumaré and Faria Lima were abandoned after pressure from local business owners and residents, who manifested opposition to the projects.

No one wants to suddenly find themselves with a retail outlet in the local equivalent of flyover country.

Em audiências públicas realizadas entre julho e outubro do no ano passado com representantes da Prefeitura, moradores de Santana, Perdizes e Itaim Bibi argumentaram que o comércio ao longo das vias com corredores seria prejudicado, pois os clientes não teriam mais espaço para estacionar.

In public hearings held between July and October of last year with representatives of the municipal government, residents of Santana, Perdizes and Itaim Bibi argued that businesses along the route would be harmed because customers would no longer have a place to park.
