A video on YouTube, for example, titled “ROTA: Hot Lead,” celebrates the fact that [the “elite “patrol unit] kills suspects during supposed armed clashes. … One comment says that “Rota does not summarily execute, it merely recycles the life of scum so that their mortal remains can fertilize plant life.” Another says “let the bandit’s mama cry.”

Conselho quer que polícia investigue vídeos sobre violência do YouTube: “Human rights group wants police investigation into violent YouTube videos. G1/Globo reports.”

Apparently, the ROTA unit of the São Paulo military police saw some of the YouTube videos produced to promote the death-dealing mystique of Rio’s BOPE and decided to do some extermination-themed YouTubery of their own.

O Conselho Estadual de Defesa dos Direitos da Pessoa Humana (Condepe/SP) vai pedir ao Departamento de Investigações sobre Crime Organizado (Deic) que investigue os vídeos que incentivam a violência e fazem apologia ao crime em toda a internet, principalmente no site YouTube. O Condepe quer que a polícia analise também as comunidades do Orkut.

São Paulo’s state council on human rights (Condepe/SP) is going to ask the organized crime division of the state judicial police, DEIC, to investigate videos promoting violence and apologizing for crime on the Internet, and on YouTube in particular. Condepe wants police to look at Orkut communities as well.

De acordo com Ariel de Castro Alves, secretário geral do conselho, a intenção do órgão é que a polícia investigue os autores desses vídeos e dessas comunidades para identificar os responsáveis e poder tirar esses vídeos do ar.

O pedido oficial da investigação será feito diretamente ao Secretário da Segurança Pública de São Paulo, Ronaldo Mazargão, em audiência marcada para a tarde da próxima quinta-feira, segundo informou Alves. A SSP confirma que a reunião está marcada.

The official investigation request will come directly from the state public safety secretary (SSP), Mr. Marzagão, during a hearing scheduled for Thursday afternoon, according to Alves. The SSP confirmed the scheduling of such a meeting.

O que motivou a ação foi a grande quantidade de vídeos e comunidades na internet que incentivam a violência tanto entre civis como por parte dos policiais. Um vídeo no YouTube, por exemplo, intitulado Rota – Chumbo Quente, enaltece o fato de a corporação matar suspeitos em supostos confrontos.

What motivated the action was the large number of videos and communities promoting violence, both among civilians and on the part of police. A video on YouTube, for example, titled “ROTA: Hot Lead,” celebrates the fact that [the “elite “patrol unit] kills suspects during supposed armed clashes.

O vídeo tem fotos de carros do grupo e policiais com armas em punho. Um trecho do funk, tema das imagens, diz “sai da frente lá vem eles minha gente, agora o chumbo é quente eles têm toda razão. Não fique aí se não quiser virar defunto, ir para a cidade dos presuntos dentro de um lindo caixão”.

The video shows photos of ROTA squad vehicles and policeman holding weapons. A funk soundtrack, the theme song for the images, contains [the lyrics of a funk already well known to Rio audiences.]

“Get out of my way people, hot lead is flying and they have ever reason [to be shooting.] Do not stick around unless you want to wind up dead and go to the city of the stiffs in a nice coffin.”

I have seen dozens of versions of this basic formula, using this tune and others like it.

As imagens são intercaladas por frases que apresentam o vídeo como uma homenagem à Rota, “a tropa de elite paulista”, diz o texto. Em outro momento, lê-se a seguinte frase “se correr a Rota pega, se ficar a bala come”. Na avaliação de Alves, o vídeo é uma apologia ao crime. “É uma apologia defender uma polícia violenta que pratica crimes”, afirmou.

Interspersed among the images are phrases that present the video as an homage to ROTA, “The São Paulo trooper elite,” the text reads. At another point, the following phrase appears: “If you run, ROTA will get you; if you don’t, [ROTA will shoot you.]”

Or “there’s gonna be gunplay,” or “somebody’s gonna get shot.”

“It is an apology [for crime] to defend violent police who commit crimes,” he [it? who?] says.

O material foi colocado no site há sete meses e o responsável pela postagem se identifica como um rapaz brasileiro de 19 anos. O vídeo, no entanto, cita o link de uma comunidade do Orkut, chamada Rota, na qual os 5.795 participantes comentam as ações do grupo elogiando a morte de supostos suspeitos. Um dos comentários diz “a Rota não executa, apenas recicla a vida dos meliantes para que seus restos alimentem as plantas”. Outro fala “que chore a mãe do bandido”.

The material was posted to the site seven months ago and the person responsiblel for posting it identifies himself as a male Brazilian, 19. The video, however, cites the Web address of an Orkut community called “Rota” in which 5,795 participants comment on the police unit’s actions, praising the killing of alleged suspects. One comment says that “Rota does not summarily execute, it merely recycles the life of scum so that their mortal remains can fertilize plant life.” Another says “let the bandit’s mama cry.”

Sought by G1 for comment on Friday (February 12), the state military police had no comment by the time this report was published. 

The state government is introducing some interesting reforms into police training and promotion, I read the other day.

For one thing, police academy training courses will be made equivalent to other academic degrees, so that, for example, the basic training course will count as something like our associate’s degree (junior college certification), while the course for promotion to major will count as a master’s and the course for promotion to colonel will count as a doctorate.

Condepe is a state commission nominated by the governor:
