Rio: “With Batman in the Can, It Hits the Fan”

Rio: grupo invade favela na zona norte e mata 4: The Terra news portal (Brazil) reports that a large, unidentified armed group invades a shantytown in the northern zone of Rio and four die.

Pelo menos quatro pessoas morreram no início da manhã deste domingo quando 30 homens armados invadiram a favela Vila Palmeirinha, em Guadalupe, na zona norte do Rio. Segundo a polícia, desde 2006 milicianos controlam a região. As informações dos policiais indicam que bandidos estariam tentando retomar a favela após a prisão dos milicianos.

At least four persons died early Sunday morning when 30 armed men invaded the Vila Palmeirinha shantytown in Guadalupe in the northern zone of Rio. According to police, a militia has controlled the area since 2006. Police intelligence indicates that “bandits” may be trying to retake control after the arrest of the militiamen.

The Estado de S. Paulo reports 20 invaders.

I do not remember reading that militiamen were arrested in that part of town. But then I have been busy lately.

But read on: There was reportedly a raid on Thursday, as part of the follow-up to the so-called “Justice League” case.

The city councilman and state assembly representative for the area used the “Batman” symbol in their campaigns last year. The “Batman” symbol is also displayed on area homes and businesses to indicate that residents have paid their protection money.

Na última quinta-feira, policiais da Delegacia de Repressão a Ações do Crime Organizado (Draco), com apoio de agentes da Coordenadoria de Recursos Especiais (Core) realizaram uma operação na Palmeirinha.

Last Thursday, the organized crime division of the state judicial police (DRACO), supported by the state police [SWAT team], CORE, conducted a raid on Palmeirinha.

Os policiais invadiram a favela para cumprir 14 mandados de prisão expedidos pela Justiça. Dois homens ligados à milícia local foram presos. A operação tinha o objetivo de reprimir a atuação da milícia que controlava a favela.

The police entered the community to serve 14 arrest warrants. Two men tied to the local militia were arrested. The purpose of the raid was to repress the activities of the militia that controlled the community.

O Globo has some details on the investigation into the militia operating in the community:

Nas conversas entre integrantes do bando e em depoimentos de moradores da região ouvidos pelos repórteres, são citados o vereador Jerônimo Guimarães Filho, o Jerominho (DEM), e o irmão dele, o deputado estadual Natalino, do mesmo partido, inspetor de polícia licenciado. Jerominho está preso, acusado de ligação com a milícia na região.

TV Globo’s Fantástico showed the group’s activities on Sunday evening. In conversations among members of the gang and in statements from area residents interviewed by reporters, the names of city councilman Jerônimo “Jerominho” Guimarães Filho (DEM) and his brother, state lawmaker Natalino (DEM), a police inspector on a leave of absence, are cited. Jerominho is under arrests, accused of ties to the militia in the region.

Na madrugada de domingo, cerca de 30 homens fortemente armados, provavelmente traficantes que haviam sido expulsos do local, invadiram a comunidade, seqüestraram um casal e espancaram moradores.

On Saturday, DRACO police arrested four militiamen in Palmeirinha. In the early hours of Sunday, nearly 30 heavily armed men, probably traffickers who had been expelled from the area, invaded the community, kidnapped a couple and beat residents.

Um dos três milicianos presos durante a operação da Draco é um PM. A operação foi realizada com o apoio de policiais militares e agentes da Coordenadoria de Recursos Especiais (Core). Segundo investigadores, a milícia tomou conta da Vila Palmeirinha em 2006. Desde então, moradores eram obrigados a pagar uma taxa de segurança de R$ 10 por mês. Quem comemorou a saída da milícia foram os vendedores de água e gás. Eles disseram que os milicianos forneciam cada botijão de gás a R$ 35 e os moradores eram proibidos de comprar os produtos na mão de outras pessoas.

One of three militiamen arrested during the DRACO raid was a military policeman. The operation was run with support from the state PM and agents from CORE. Investigators say the militia took over the community ini 2006. Since then, residents have been forced to pay R$10 a month for protection. Most pleased with the exit of the militia were those who sold water and bottled cooking gas. They said the militia supplied bottled propane at $R35 a canister and that residents were prohibited from buying it from others.
