Around The World In One Hundred Daze: Mexico Plans Police Reforms

“Life is a dream”: Calderón de la Barca’s great epistemo-ontological tragicomedy.

La nueva estrategia, sin infraestructura operativa: The political witch-hunt by the pornographers of facts has spread to Mexico!

La Jornada fact-checks Felipe Calderón’s stentorian announcement of a new mano dura criminal justice reform and suggests that it may lacks the ways and means to crawl off the drawing board into the real world, where Tijuana is Tijuana, no matter how many spots the tourist council produces.

Yes, it is an anonymous leak-based source, so caveat lector, as always. The leakiness of the Calderón dream cabinet is itself a signficiant Kremlinological factoid.

I clip it for benchmarking against future events and translate pra inglês ver.

It makes interesting reading alongside a similar story issued by Reuters about Brazilian efforts in this direction, by the way: See Reuters: “Lula Is Soft on Crime”.

In that case, as I was able to learn from visiting Brazilian government Web sites, you had plenty of planning documents — planning documents up the wazoo, done up in Quark with snazzy graphics and downloadable as (grrr) PDFs.

And after downloading audit reports from the TCU here on the parallel national public safety reform that was envisioned here in the Lusophone jungles, sertões and gerais, I thought it was pretty clear that the debate that had moved on to whether the resources needed to carry the plans out were adequate, or wisely apportioned, or workable, or properly prioritized, or what have you.

And that the government was arguing, not without some plausible reasons, on the face of it, that bureaucratic obstructionism was the problem. See Lula: Roto-Rooter To ‘Bureaucratic Obstructions’. “Hey, we got elected, so we get to run our plan up the flag pole and see if it works or not.” That sort of thing.

End aside.

Government sources revealed that, despite the fact that the federal secretary of public safety is short on the needed infrastructure, as well as in specific plans for various operational areas, it published the outlines of the so-called [Integrated Strategy for Preventing Crimes and Combatting Criminals], a sign that it intends to try to execute on the promises that Felipe Calderón has set for the first one hundred days of his administration.

According to the sources consulted, at midnight on Tuesday, at the presidential residence at Los Pinos, the documents that would be used to publish the plan on Wednesday, at a ceremony at the Public Safety secretatriate, were still being revised. This was due to the fact that the lack of constitutional reforms and regulatory reforms at the agency make it impossible to carry out such projects as the intergration of the national police forces, the creation of new undersecretaries and the assignment of authority to the various areas of action into which the federal police would be divided.

For that reason, the officials interviewed argued that the strategy lacks the specificity needed to put it into operation, as well as the funds needed to fully implement the “pillars” of the program, or the planned installation of 500 police stations and the creation of a national center for quality control and analysis. In this respect, the document known as the Security Program, which contains 13 pages, merely lists objectives the administration has set for itself, without detailing in many cases the manner in which government plans are to be realized.

For that reason, even though the so-called Mexico Platform is already in motion, and aims to establish 12,000 simultaneious connections for data interchange that will make 40 million encrypted transmission possible, at the outset it will only be able to count on 200 with 5,000 to be installed by 2009, over which municipal, state and federal police will be able to access voice communications, images and data relating to criminality, crime reports and intelligence, arrest warrants and judicial orders.

I think our FBI ran into similar nightmares in its attempt to implement a “savior machine” communications and data infrastructure, did it not? I have notes on GAO reports and congressional oversight proceedings here somewhere …

In this context, three educational units are to be created that will enable Mexico “to sustain its model for the professionalization of the federal police”: a basic police academy, an advanced school of investigation and institute for specialized police work. The strategy does not mention where these academies will be located, how much resources will be allocated for the task, or even which police personne will take the courses.

It merely emphasizes that it will seek to recruit university students “with enough credits to graduate,” which it will put through a course designed to train investigators, “on the same model [used to train] diplomats, followed by the appropriate courses to prepare them for specialization.[“] Meanwhile, yesterday, besides announcing the eight “pillars” [axes] of the national strategy, the new uniforms and insignia of the federal police were unveiled.

The government recently asked military personnel to volunteer for the unified national police, with a goal of 10,000 volunteers. Fewer than 800 signed up. Let me get that cite for you …

The uniform will be blue. At the moment it is not known whether the Defense Dept. factory will be commissioned to design or manufacture the 30,000 units called for.

With respect to the new insignias, police agents will wear a shield on their right shoulder, bearing the image of an Aztec horseman carrying a chimali shield and a macahuitl (a garrote). On their chest, on the left side, they will wear a metallic badge, in the shape of a seven-pointed star, with the image, in the center, of a scale, flanked by the images of a mounted eagle and a mounted tiger. Officially, the insignia of the AFI and PFP will be retired, replaced by the unified federal police.

A garrote? They are going to strangle crime? Or is that a type of war club?

These issues always invite sardonic comment, of course. The reformed Brazilian intelligence service, ABIN, for example, revealed the araponga as its new mascot a few years back.

Wags joked that the arapongaProcnias nudicollis — a kind of very attractive bird or other — “with a flattened head and a big mouth” — is principally a scavenger rather than a hunter.  But one reads otherwise and would need to brush up on one’s feathered friendology, even if one wanted to touch the matter with a ten-foot pole:

Some kind of araponga or other.
